Amendment 0001 to South Bronx Solicitation DOL099RP20682 Question 1
10 examples of post work – required of educational facilities; 3 of historic renovations; and 2 other “of the Order of importance listed below.” This amounts to only 8 projects.
Answer:
The requirement for 10 examples comes from Section "G" of the SF-330. Of that 10, we are requesting that 8 examples include the (3) (3) and (2) (total of 8) meet the requested types. The remaining “2” can be of any project he A/E wishes to mention.
Question 2
Does the 100% Small Business Set-Aside apply solely to the prime consultant or to sub consultants as well (i.e. do subs have to be Small Businesses?)
Answer:
Only the prime contractor must meet the small-business set-aside requirements.
Question 3
Can you please confirm that the prime consultant is to provide SF330 parts I and II, while all sub consultants are to provide only SF330 part II?
Please refer to the General Instruction with the SF-330
Question 4
My understanding of the 50% subcontracting limitation is that 50% of the work is to be done by the prime consultant. Is this correct?
52.219-14 Limitations on Subcontracting states: "Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the (primary) concern."
Question 5
How much weight is given to the location of the project manager?
Answer:
The evaluation criteria are stated in the FBO announcement in order of precedence from most to least importance.
Question 6
Can you estimate the percentage of work required by the disciplines listed?
No. The selected firm will be provided with a Scope of Work for this project from which it can submit a proposal with its own estimates.
