About this file
This Sources Sought Notification (SSN) is issued by the Office of Surface Mining Reclamation and Enforcement (OSMRE) for the Loudermilk Phase II AML Reclamation project in Pittsburg County, Oklahoma. The project involves reclaiming approximately 65 acres of an abandoned surface coal mine from 1958, targeting Priority 2 Abandoned Mine Land (AML) hazards including dangerous highwalls, hazardous water bodies, and spoil areas. The reclamation effort aims to grade and shape the site to conform to adjacent topography while maintaining stormwater flow and eliminating identified environmental risks.
Responses are requested by 05/08/2025 and must be submitted electronically in PDF format to Cathy Boulware at cboulware@osmre.gov. Interested vendors must provide capability statements, company size determination, Unique Entity Identifier (UEI) number, GSA contract number (if applicable), and a detailed approach to addressing the project requirements. The solicitation emphasizes the critical nature of the project for protecting public health and safety, particularly in light of the Supreme Court's McGirt v. Oklahoma decision, which charges OSMRE with enforcing Surface Mining Control and Reclamation Act (SMCRA) regulations on Tribal lands in Oklahoma.

II. PURPOSE
The OSMRE is seeking a construction vendor to complete the Loudermilk Phase II AML Reclamation.
