Introduction Background The OSMRE Interior Region 3,4 & 6, Tulsa Field Office (TFO) needs a GPS receiver, data controllers and compatible software to be used on mine site inspections for the Federal Program in Oklahoma. This equipment will be used to take data points, elevations and calculate earthwork yardages during inspections on OSMRE-regulated active, inactive, and abandoned mining areas. It is necessary to have the ability to collect onsite data for oversight and inspection on projects for quality and quantity accountability.
Scope Statement Product Description The GPS unit required for this SOW meets the following specifications:
GPS Receivers:
· Weigh less than 2.55 lbs
· Minimum of 225 channels
· Must be able to receive constellations including GPS, GLONASS, SBAS, BDS, GALILEO, IRNSS
· Must be able to receive SBAS signals including WAAS, EGNOS, MSAS, GAGAN (L1/L5§)
· Height of receiver should not exceed 100 mm / 4 inches
· 9-axis IMU and 3-axis encompass
· Operating temperature from -40°F to 158°F (-40°C to 70°C)
· Must have an external power port, serial port, external GNSS antenna port, micro-USB port
· Must have an internal, integrated battery
· Must have TILT compensation up to 15°, with accuracy of H: 1.3 mm/°Tilt; Tilt ≤ 10°, and V: 1.8 mm/°Tilt; Tilt > 10°
· RTK Accuracy: H: 5 mm + 0.5 ppm V: 10 mm + 0.8 ppm
· Ingress rating of IP67
· UHF Digital Internal Radio of 450-470 MHz
Software requirements:
· Survey & Mapping data
· Perform construction and road layout
· Operate GNSS receivers, total stations, and levels
· Direct connection to a secure, cloud-based, company account, with unlimited users
· Operate simultaneously a GNSS receiver and Robotic total station
Data Controller / Field Computer requirements:
· 64-bit quad core processor
· 8GB RAM memory for applications
· 256 GB storage
· Hot swappable and internal battery
· Windows 10 platform
· Rated IP68 environmental protection, and MILSTD-810G
· At least 7” sunlight-readable display
· Minimum 4G-LTE or better cellular modem built in
Tripod
· Adjustable height of 38” to 63”
· Round, 6.5 diameter tripod head
· Quick clamp locking mechanism
· Universal 5/8-11 thread for mounting
· Wood and fiberglass leg construction
Carbon Fiber Rover Rod:
· Extend up to 8.6 feet
· Collapses to 4.9 feet
· Graduated in feet, tenths, and hundredths
· 5/8 x 11 thread
· Locking mechanism
· Wear-resistant
3 Days (24 hours) on-site training 1 Year technical support
Deliverables Deliver the GPS receivers, data collectors and software as specified, with the accompanying Tripod, STD-810G and Carbon Fiber Rover Rod. Training and technical support as designated.
Acceptance Criteria The criterion for acceptance is that the Topcon HiPer VR w/ Magnet Field GPS receiver and data controllers must perform as specified, specifically it must be compatible with OSMRE AutoCAD/SurvCad Carlson Software image1.jpeg
