About this file

This document outlines the technical specifications and deliverables for a terrestrial long-range LiDAR scanner solicitation. The Office of Surface Mining, Reclamation and Enforcement seeks to purchase a scanner to collect surface elevation data over large distances associated with open-pit coal mining and reclamation sites. The scanner must have a maximum measurement range of up to 2,500 meters at 50 kHz and 1,300 meters at 20% reflectivity. Additional required capabilities include a range precision of 3 millimeters, 3D position accuracy of 3 millimeters at 50 meters and 5 millimeters at 100 meters, and an integrated external-mounted DSLR camera. Accompanying software must allow for 2D and 3D data viewing, filtering, registration, meshing, volume calculation, and export of LAS/LAZ and CAD formats. Deliverables include the scanner, camera equipment, batteries, software, and in-person field training for up to four employees.

The related federal contract opportunity is for a Riegl VZ-2000i long-range scanner under Solicitation DOISFBO230002 issued by the Department of the Interior's Office of Surface Mining Reclamation and Enforcement.

Statement of Need, Salient Characteristics and Deliverables Terrestrial Long-Range LiDAR Scanner OSMRE IR 3, 4 and 6 (Alton, IL)

FY 2023

General Information/Statement of Need

The Office of Surface Mining, Reclamation and Enforcement (OSMRE) seeks to purchase a long-range, high accuracy, high precision ground-based (i.e., terrestrial) laser scanner (TLS), with the ability to collect surface/elevation data over the large distances associated with open-pit coal mining and coal mining reclamation projects. This scanner will serve to strengthen OSMRE’s technical services division’s capabilities by providing a tool to quickly model (scan) the terrain at both active and abandoned coal mining sites, and create large, high-accuracy point clouds which aid in the creation of subsequent data products such as digital surface models (DSMs), digital terrain models (DTMs), classified point clouds, surface meshes, and contour maps. These data products are important to OSMRE’s mission as it relates to technical services provided to States and Tribes on traditional fee-based AML projects, BIL projects, AML emergencies and active (Title V) sites. Applications of these data products include:

Cut Fill Analysis Volumetric calculations including mining pit and spoil pile modeling Creation of as-built and existing surfaces (DTMs) Modeling of surface configuration to ensure compliance with various SMCRA regulations (backfilling/grading, AOC, etc.)

The TLS will also serve to complement existing technical workflows. For example, data files exported by the scanner and scanner software (including LAS/LAZ formats) will be used directly in existing TIPS software, such as GIS and CAD. This data can also be combined with other ground-based data (such as GNSS-captured ground control points) or combined with airborne surveys such as photogrammetry or LiDAR-derived aerial surveys. Our existing GNSS hardware will be used for precisely geolocating control points in the scans or used as quality control checkpoints. The scanner shall possess the capabilities as noted below.

Technical Specifications/Salient Characteristics:

The following salient characteristics are required for the long-range, high-speed, terrestrial based LiDAR scanner (hardware requirements):
