Synopsis – Notice to Sole Source:
NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR APPLICATION
SUBSCRIPTION SERVICES FOR CURATE AND CONGRESSIONAL QUARTERLY ROLL
CALL
This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch (AOB), is the contracting office for this procurement. The purpose of this notice is to announce the government’s intent to issue a sole source purchase order with FiscalNote, in accordance with FAR Subpart 13.106-1(b).
The Office of Public Affairs (OPA) within the Bureau of Ocean Energy Management (BOEM), an agency of the U.S. Department of the Interior (DOI), has a need for an online service that provides access to Congressional news, appropriations, schedules, full text reports, coverage of all open committee and subcommittee markups, summaries of all subcommittee and full committee markups (delivered within 24 hours) and legislative tracking. OPA requires these services to ensure BOEM always has current information on Congressional issues, news and analysis to stay abreast of the issues that matter most to BOEM and its stakeholders. It is also critical to have a service that provides up-to-the-minute contact information for congressional staff across the Capitol, including individual House and Senate member staff offices, and professional committee staff. Immediately accessible current staff contact information is critical to keeping the Congressional staff informed of BOEM-mission-related information in a fast-paced and every changing environment. This service is crucial to provide current information regarding frequently changing Capitol Hill staff.
As a result, BOEM anticipates awarding a Firm-Fixed Price (FFP) Purchase Order to FiscalNote.
BOEM has a requirement to purchase application subscription services for Curate and Congressional Quarterly (CQ) Roll Call as required by the BOEM OPA in support of its outreach mission. Curate provides BOEM with weekly reports on projects, policies, and hot topics in thousands of municipalities across the U.S. CQ Roll Call provides BOEM with detailed information on Congressional policy news and analysis, verbatim Congressional hearings transcripts, tracking of laws and regulations that impact BOEM’s mission, access to extensive archives to support analysis of prior legislation, and up to the minute contact information for congressional staff across the Capitol. The period of performance for this Purchase Order shall be twelve months from the date of award with two (2) twelve (12) month Option Periods. This purchase is estimated to be under the simplified acquisition threshold. The anticipated place of performance is the contractor’s facility.
In accordance with FAR 13.106-1(b), there is only one responsible source known, and no other supplies or services will satisfy the agency’s requirements. The contractor, FiscalNote, is the publisher, copyright holder, and exclusive provider of CQ Roll Call and Curate and does not authorize third-party resellers to distribute or sell their products or services.
PLEASE NOTE: This notice is not a request for quote (RFQ). However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which may be considered if received by the agency by 11:00 am Eastern Time on 14 February 2025. All Submissions in response to this notice must be submitted in writing via email to the Contracting Officer at Stacey.Ellingsen@bsee.gov. A determination by the Government not to compete the Government’s requirements described in this notice is solely within the discretion of the Government.
