About this file

This is an Intent to Award Notice for a sole source contract (DOIGFBO260006) issued by the U.S. Geological Survey (USGS) Hydrologic Networks Branch. The USGS seeks to award a contract to the University of Missouri for the operation and maintenance of the NADP/NTN (National Atmospheric Deposition Program, National Trends Network) wet atmospheric monitoring station MO03 in Missouri. The service requirement involves weekly site visits to collect, process, and ship precipitation samples; collect, process, and transmit associated data including precipitation gage records; and perform routine instrument checks, maintenance, and repairs as needed.

The USGS justifies the sole source award based on the unique qualifications and circumstances of the University of Missouri. Station MO03 has operated continuously since 1981, and relocation would interrupt the long-term environmental monitoring record and render data incomparable to the historical dataset. While USGS owns the monitoring equipment, the University of Missouri controls critical site infrastructure and access as the landowner. A University of Missouri employee with authorized site access, full training, and operational experience can continue services without disruption. USGS lacks available personnel to service the site weekly cost-effectively. Vendors who believe they can meet these requirements are invited to contact Contract Specialist Patrick Anderson at patrick_anderson@ios.doi.gov no later than 1:00 PM EDT, Thursday, March 26, 2026, with an affirmative response.

Intent to Award Notice – DOIGFBO260006

The US Geological Survey (USGS) has a requirement for the operation of a NADP/NTN wet atmospheric monitoring station. Operation requires weekly site visits to the site to collect, process, and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gage record and perform routine instrument checks, maintenance and repairs as needed.

The Hydrologic Networks Branch requests a sole source contract to the University of Missouri, the following provider of atmospheric deposition station operation services for a cooperatively supported station between the USGS and the site owner and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN):

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to the University of Missouri unless it is contacted by any vendor who believes they have similar product that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Patrick Anderson via email at patrick_anderson@ios.doi.gov no later than 1:00 PM EDT, Thursday, March 26, 2026 with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

The U.S. Geological Survey (USGS) operates atmospheric deposition monitoring stations that support a national network used to measure long-term trends in wet deposition and water quality. Monitoring station MO03 has been in continuous operation since 1981, and relocation of the station would interrupt the long-term environmental monitoring record and result in data that is not comparable to the historical dataset. The monitoring equipment is owned by USGS; however, critical site infrastructure and access are controlled by the landowner, the University of Missouri. An employee of the University of Missouri has authorized access to the site and is fully trained and experienced in performing the required weekly station servicing, data collection, and equipment maintenance. Because of her familiarity with the MO03 station and current operational responsibilities, she can continue services without disruption to the long-term monitoring record. USGS does not have personnel available to service the site weekly, and doing so would not be cost-effective. Therefore, this is the only source reasonably available to meet the Government’s requirement while ensuring uninterrupted monitoring operations.
