About this file
This document is a Clarification Questions and Responses file for a Request for Information (RFI) related to Landsat Ground System Software Radio and Associated Products, solicitation number DOIGFBO250042. The United States Geological Survey (USGS) is seeking market research on Software Defined Radios (SDRs), with specific interest in S-Band SDRs. Their current procurement plan involves purchasing 2-3 S-Band SDRs in the next 6 months, starting with a single unit for testing and evaluation, followed by two additional units, with potential for future expanded purchases as they transition to a more modern, cloud-based architecture.
The document includes technical details about command latency requirements, with current missions mandating a 2-second total command latency from the Mission Operations Center (MOC) to transmission to observatories, with 0.5 seconds allocated for station command processing. The agency notes that these latency requirements might be slightly relaxed as they explore more modern architectural approaches. While S-Band is the primary focus, L-Band and wideband applications are currently only in an exploratory stage, indicating this is a preliminary market research effort to understand potential vendor capabilities for future telecommunications infrastructure.

Clarification Questions and Responses
DOIGFBO250042
Q1. Can you share any additional information on the subject RFI? In particular, I’m wondering what your timeframe and quantities by application (i.e. S-band, L-band, and wideband) might be for any eventual procurement and what is the funding status?
A1. USGS is interested in purchasing 2-3 S-Band Software Defined Radios (SDRs) in the next 6 months, likely a single unit for testing and evaluation, followed buy 2 additional units.
Depending on options and our experience with them, we may purchase more in the future as we look to evolve our network into a more modern, cloud-based, architecture. L-Band and wideband are exploratory only at this time.
Q2. Is there any command latency requirements for the Command Uplink?
A1. Current missions have a command latency requirement of 2 seconds from our Mission Operations Center (MOC) to transmission to the observatories. Of that, the stations is allotted .5 seconds for command processing. That requirement may get relaxed slightly as we look at more modern architectures that may come with some added complexity and overhead such as cloud implementations.
