Intend to Award Notice – DOIGFBO240082

The US Geological Survey (USGS) has a requirement for an Educational Landsat Video Production.

The U.S. Geological Survey EROS Center has the need for a short 5-minute educational video on Landsat.

Landsat, as a cornerstone of Earth observation, offers invaluable insights into our planet's dynamics, ecosystems, and changes over time.

The purpose of this video is to educate and engage the public about the significance of Landsat data and its applications in various fields such as environmental monitoring, agriculture, urban planning, and disaster management. By showcasing the capabilities and contributions of Landsat, we aim to foster a deeper understanding and appreciation for Earth observation science among our viewers.

To ensure maximum outreach and impact, the video should be scheduled to be played at least 500 times within the first three months of its broadcast. This frequent airing will allow us to reach a broad audience and amplify the dissemination of knowledge about Landsat's importance in monitoring and understanding our planet.

The total anticipated period of performance will be Date of Award - 09/18/2024.

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Trivue Entertainment unless it is contacted by any vendor who believes they have similar product that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Patrick Anderson via email at panderson@usgs.gov no later than 1:00 PM EDT, Wednesday, September 18, 2024, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

Trivue Entertainment holds exclusive rights to produce the "Spotlight On" series. They provide guaranteed viewership and airings, as well as offering customizable programming to meet USGS's specific messaging goals.

Commercial networks only air paid advertisements between programming blocks to generate revenue.

PBS, in contrast, is funded through taxpayer contributions and fundraising, which allows them to air Spotlight On shows as public awareness programming, aligning directly with the public interest.

Spotlight On guarantees a minimum of 500 national airings and 3 million viewings in the first quarter, far surpassing the reach of a segment on commercial networks. Trivue's experience producing for PBS ensures the content remains strictly educational, adhering to both PBS guidelines and USGS’s messaging goals. Furthermore, we can leverage the Spotlight On segments for use on social media and websites without additional charges, extending the viewership reach beyond television.
