Request for Information (RFI): EROS Data Center Power Study and Master Plan (DOIGFBO240009)
The US Geological Survey (USGS) needs to assess industry interest and capabilities for the EROS Data
Center Power Study and Master Plan
In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information for
Solicitation and Planning Purposes (October 1997) and 10.002(b)2)(i) and (iii), this notice is issued solely for information, planning and market research purposes. This Request for Information (RFI) does not constitute a Solicitation or an indication the Government will contract for the products or services contained in this notice. This notice is not to be construed as an acquisition Request for Proposal (RFP) or
Request for Quotation (RFQ), nor is any commitment on the part of the Government to award a contract implied, nor does the Government intend to pay for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this notice. Any response received will not be used as a proposal. Please ensure that any sensitive or protected information is marked as such and the government will ensure this information is not released externally.
The intent of this RFI is to obtain pertinent information from interested parties that can provide an EROS
Data Center Power Study and Master Plan. The USGS is searching for small business concerns, i.e., 8(a) businesses, HUBZone businesses, small-disadvantaged businesses, woman-owned small businesses, veteran-owned small businesses or service-disable veteran owned small businesses capable of providing the described products or services. Large businesses are also encouraged to respond to this RFI.
The USGS is also requesting confirmation whether the requested products/services can be obtained through any existing GSA schedules and/or other Federal Supply Schedule contracts or through open market means.
RFI REQUIREMENTS:
The USGS EROS site is home to a conglomerated data center primarily comprised of three computing rooms. The three computer rooms total approximately 20,000 square feet of space for computing equipment. The rooms are integrated within the office and storage areas within the Mundt Federal
Building and are fully served by uninterruptable power supply units and generator backup. Cooling of the data center space is accomplished through a combination of computer room air conditioning units, chillers, heat recovery systems, and package units. The data center currently uses approximately 95%
(814 kW) of generator backup capacity determined by calculated and metered values.
The USGS is seeking information from qualified vendors with the experience and expertise to assess the current state of the power systems in place at the EROS facility from the substation capacity, line capacity to the facility and throughout the electrical distribution systems to the end device for power needs including power required to cool the data center rooms. The vendor would investigate the power limitations currently present throughout peaks and lows of power needs over a proposed time. The vendor would also provide a phasing plan for expansion with consideration for most kW gain vs. cost of construction or retrofit along with best practices that can be undertaken to optimize efficiencies within the data center infrastructure. Interested vendors are to demonstrate through the submission of their company’s capabilities statement the ability to:
1) Provide or demonstrate an example, approach, or concept of evaluation of the power and cooling systems that would be used at the EROS site to provide a comprehensive report detailing limitations of the current infrastructure and a maximum use case scenario to present an authoritative report of how much power is used and is available in the current infrastructure environment to include current N+1 capabilities.
2) Demonstrate evaluations, approach, and recommend solutions for phasing or scenarios that can be cost effectively accomplished to maximize the use of the current infrastructure, non-emergency power, and emergency backup power. The vendor would also need to provide a notional example(s) of proposed infrastructure increases in logical stages to increase data center power and cooling capacity for non-emergency and emergency backup power.
3) Provide recommendations for the use of monitoring systems for power and cooling along with emergent technologies in the genre of power backup systems and cooling efficiency.
ACTION: Interested vendors who believe they have the capability to provide the required product/services as defined are invited to submit a Capability Statement, not to exceed 20 pages including attachments, exhibits, etc. Response should include the following information:
1. Company name, address, point of contact, email address, and business type (i.e. 8(a), HUBZone, veteran-owned small business, etc.).
2. GSA Schedule and/or other Federal Supply Schedule Contract Information to include but not limited to: (a copy of the GSA price lists and SINs awarded, and any teaming partners, another Federal Supply
Schedule contract copy, and information about whether your contracts provide metering equipment or software or both).
3. Capabilities specifying the vendor’s solution and demonstrating whether the solution is capable of meeting the requirements within the RFI. Please also specify any requirements in which the vendor’s solution is unable to meet.
4. Relevant past performance information should be submitted for similar projects conducted within the last three (3) years. If possible, three (3) past performance examples are desired.
5. Do not provide only general brochures or generic information.
6. Cost Estimate: Provide a cost estimate to perform the technical services (tasks) listed.
USGS will not accept unsolicited proposals related to the subject of this notice.
Interested vendors must provide their response via email to the Contracting Officer, Nicole Demby, ndemby@usgs.gov with the subject line reading " EROS Power Study and Master Plan
(DOIGFBO240009)”.
mailto:ndemby@usgs.gov
Responses are due via email to ndemby@usgs.gov by 2:00 PM ET, Thursday, December 21, 2023.
The response must be specific to the RFI requirements/qualifications listed above. Only vendor’s that submit a timely RFI response and are proven to be viable and compliant will be allowed/authorized and requested to provide a live demonstration that will be conducted remotely. For demonstration scheduling purposes, late RFI responses will not be considered unless deemed necessary by the Contracting Officer.
Live demonstrations will not be in-person and the vendor shall provide the live demonstration remotely.
A site visit will be conducted for interested vendors. Site Visit Information is as follows:

Once the RFI has closed and the Government has reviewed RFI responses, the Technical Evaluation
Committee (TEC) will review the responses for viable and compliant vendors and make recommendations for the vendors that should be contacted for demonstrations. The Contracting Officer will then contact those vendors that submitted an RFI response that was viable and compliant to schedule demonstrations. Vendor’s live demonstrations shall be set up to demonstrate the vendor’s capabilities in meeting the listed required and desired requirements within this RFI and as specified in the vendor’s RFI response. The USGS intends to hold live demonstrations within a few weeks after the RFI has closed.
This live demonstration timeframe is subject to change. These demonstrations will be recorded. If it is determined by the Government after reviewing RFI responses that live demonstrations will no longer be required, or it is not in the best interest of the Government to hold live demonstrations, vendors that submitted an RFI response will be notified as such.
The Government would like the live demonstrations to be performed via Microsoft TEAMS. Once requested by the Government, if the vendor does not have access to Microsoft TEAMS, then the vendor shall provide the demonstration call-in and log-in information to the Contracting Officer that will need to be accessed remotely for the live demonstration. Vendors will have to make sure the recordings are sent to the Contracting Officer within a week after the demonstration has been performed. Vendors will only be granted one hour for live demonstrations. Vendors are to prepare a live demonstration agenda which will cover the RFI requirements and the vendor’s solution’s capabilities within this one-hour allotted timeframe.
Any vendor that is not interested in providing a live demonstration, but submitted an RFI response, shall specify this within their RFI response. These vendors will not be contacted by the Contracting Officer for scheduling of a live demonstration or requested to provide a demonstration.
