About this file
This document is an excerpt from a federal contract listing applicable clauses and payment requirements for a Department of the Interior (DOI) procurement.
The contract incorporates standard Federal Acquisition Regulation (FAR) clauses by reference, accessible at https://www.acquisition.gov/far and https://www.acquisition.gov/diar. A critical requirement is that all payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP) at https://www.ipp.gov. The Contractor Government Business Point of Contact, as listed in the System for Award Management (SAM), will receive IPP enrollment instructions via email from the Federal Reserve Bank of St. Louis within 3–5 business days following contract award. Specific supporting documentation must be attached to each IPP invoice as determined by the Contracting Officer. If the contractor cannot comply with IPP requirements, a waiver request must be submitted in writing to the Contracting Officer with the proposal or quotation. For enrollment assistance, contractors may contact the IPP Production Helpdesk at IPPCustomerSupport@fiscal.treasury.gov or (866) 973-3131.
Additional applicable clauses include 52.212-4 (Commercial Products and Services), 52.222-90 (Addressing DEI Discrimination), 52.225-1 (Buy American Supplies), and 52.246-2 (Inspection of Supplies for Fixed Price contracts). The document does not specify particular products or services, pricing terms, response dates, or award amounts, as it functions primarily as a clause incorporation and payment instruction document.
