About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a purchase under the Simplified Acquisition Threshold (SAT).

The U.S. Fish and Wildlife Service seeks to acquire a Magic Valley Heli-Arc Fishpump from Magic Valley to support the Lower Snake River Compensation Plan (LSRCP) fish-handling operations at Service facilities. The pump is essential for safely and efficiently moving live fish during hatchery transport and resource-management activities. The Heli-Arc Fishpump is uniquely designed to minimize handling stress, scale loss, and mortality while maintaining high-volume pumping capacity for mission-critical fisheries programs, including brood stock collection and fish distribution. Market research confirmed that alternative manufacturers lack comparable fish-safe handling technologies, heli-arc welded construction capable of continuous hatchery use, and proven compatibility with existing LSRCP fish-transfer systems. No other responsible sources were identified that can meet the combined technical and biological requirements. The primary barrier to competition is the unique engineering and biological-handling design of the Magic Valley Heli-Arc Fishpump; competing pumps risk injury to fish and are incompatible with existing hose fittings and transfer systems. Magic Valley is recognized as a long-standing, reputable provider with high reliability under continuous hatchery loads and proven performance in regional fisheries programs. Pricing was evaluated against previous purchases of similar fish-handling technology and determined to be fair and reasonable. The justification was certified by Program Officer Nathaniel Wiese on April 28, 2026, and approved by Contracting Officer Solmaz Salih on May 7, 2026.

Text3: No other responsible sources were identified. While several companies manufacture water‑pumping equipment, none produce a pump specifically engineered for safe live‑fish movement at the needed volume and durability levels. No vendors responded with interest or indicated an ability to supply an equivalent system.
Text2: Program staff conducted market research by reviewing available commercial fish‑pump manufacturers, contacting regional fisheries programs, and evaluating industry specifications. While other general‑purpose pumps exist, they do not meet the necessary biological‑protection standards or system compatibility requirements. Research confirmed that alternative manufacturers lack:

• Comparable fish‑safe handling technologies

• Heli‑arc welded construction capable of continuous hatchery use

• Proven compatibility with existing LSRCP fish‑transfer systems.

Text1: The Lower Snake River Compensation Plan (LSRCP) requires the acquisition of a Magic Valley Heli‑Arc Fishpump to support essential fish‑handling operations at Service facilities. The pump is needed to safely and efficiently move live fish during hatchery, transport, and resource‑management activities. The Heli‑Arc Fishpump is uniquely designed to minimize handling stress, scale loss, and mortality while maintaining high‑volume pumping capacity. This equipment directly supports mission‑critical fisheries programs, including brood stock collection, spawning operations, and fish distribution. Failure to obtain the appropriate pump would delay scheduled operations and risk harm to live fish, compromising program objectives and compliance requirements.
Text4: The primary barrier is the unique engineering and biological‑handling design of the Magic Valley Heli‑Arc Fishpump. Competing pumps risk injury to fish due to excessive pressure, turbulence, or inadequate material construction. Additionally, other brands are not compatible with existing hose fittings and transfer systems, creating operational delays and increased costs for retrofitting.

Because only Magic Valley can meet these combined technical and biological requirements, competition is not feasible for this acquisition.

Text6: Pricing was evaluated against previous purchases of similar fish‑handling technology and verified as consistent with expected costs for specialized equipment of this type. The unique engineering requirements, limited availability, and mission‑critical nature of the pump support the reasonableness of the quoted price.
