About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a simplified acquisition under the Simplified Acquisition Threshold (SAT).

The acquisition involves the purchase of a RiverPro Acoustic Doppler Current Profiler (ADCP) instrument for the Sea Lamprey Control Program at Ludington Biological Station (LBS). The program requires this specific equipment to measure river discharge and conduct hydrologic measurements for sea lamprey treatment operations. Market research was conducted through GSA Advantage, GSA E-Library, and direct manufacturer contact with Teledyne RD Instruments (Dune Technologies LLC regional distributor), which confirmed that the RiverPro is available only through this regional distributor and no alternative ADCP models from other manufacturers offer the same range of features suitable for LBS's operational needs. While other ADCP manufacturers exist, the RiverPro is the instrument already used by USGS hydrologic technicians who provide technical support to LBS, ensuring compatibility with existing analytical tools and technical expertise. The justification identifies barriers to competition, including LBS's heavy reliance on USGS technical advice regarding ADCP selection and the operational advantage of maintaining consistency with equipment already supported by established USGS technical resources. Program Officer Samuel Preston certified the justification on February 13, 2026, and Contracting Officer John Skogen approved the sole source acquisition procedures under FAR Part 13 on March 4, 2026.

1. Description of Need

3. Other Capable Sources

2. Market Research Conducted

Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

8. Contracting Officer Certification and Approval: Under SAT

Based on the above justification, I hereby certify and approve the use of sole source acquisition procedures under FAR Part 13 for this purchase.

Contracting Officer

Text3: Other manufacturers do produce ADCPs but none researched offered the same range of features as the RiverPro. The RiverPro operates at a range of depths and water velocities suitable for the needs of the LBS sea lamprey control team while remaining portable and user friendly. The RiverPro is the instrument used by our main source of technical support at USGS, by using the same instrument we will be better able to make use of their assistance in troubleshooting technical issues. Using the same equipment will also allow data we collect to be compatible with analytical tools developed by USGS, such as their QRev software.
Text2: GSA Advantage and the GSA E-Library were consulted for sources. Neither the RiverPro, nor any alternative ADCP was available from a contracted source. On the open market, the RiverPro is available through a regional distributer of Teledyne RD Instruments, Dune Technologies LLC. It may be possible to purchase directly from the manufacturer, but when I contacted Teledyne for a quote I was simply forwarded to Dune Technologies.
Text1: The Sea Lamprey Control Program routinely measures the discharge of rivers marked for sea lamprey treatment as well as their tributaries to determine the desired volume of lampricide to be applied to the system. Historically, Ludington Biological Station (LBS) has conducted these measurements with type-AA current meters and wading rods where conditions allowed and relied on U.S. Geological Survey (USGS) gaging stations when depth and current prevented wading. LBS biologists and physical science technicians consulted with hydrologic technicians from USGS for recommendations on tools for obtaining accurate measurements of stream discharge at sites unsuitable for wading and were recommended the Teledyne RD RiverPro Acoustic Doppler Current Profiler (ADCP).
Text4: Currently, LBS relies heavily on the technical advice of our USGS contacts in matters relating to ADCP selection and operation. Purchasing a different model or from a different manufacturer would limit the availability of this technical support. As our own technical experience with these tools grow, we will be better able to evaluate competitor products in the future.
Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.)

Text5: LBS has been satisfied by other instruments manufactured by Teledyne and the RiverPro ADCP has been recommended by USGS hydrologic technicians. The company is qualified to provide the type of instrument required.
