About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service under the Simplified Acquisition Threshold for a sole source acquisition.

The U.S. Fish and Wildlife Service is procuring TOPCON Hiper XR GNSS receivers, data collectors, and Pocket 3D software for accurate construction layout, grade control, and as-built data collection. The requirement specifies that equipment must integrate with existing TOPCON machine control systems, with the vendor offering trade-in value on old units to reduce acquisition costs. Market research was limited due to the proprietary nature of TOPCON equipment and the requirement for full integration with existing systems. Other capable sources were not considered because competing brands do not offer full compatibility, nationwide coverage, or 24/7 field support necessary for multi-regional operations. The contractor must be an authorized TOPCON dealer, maintain SAM.gov registration, provide warranty and support, offer trade-in value, and deliver 24/7 field assistance with nationwide coverage. Barriers to competition include the mandatory SAM.gov enrollment and the requirement for full integration with existing TOPCON equipment, though these measures ensure compatibility, cost efficiency, and compliance. The Contracting Officer certified approval of sole source acquisition procedures under FAR Part 13. The determination states the cost is fair and reasonable as this is the single source providing the necessary supplies. The justification was signed by Program Officer Clint Demenge on January 20, 2026, and approved by Contracting Officer Solmaz Salih on January 22, 2026.

Text3: Research was limited to authorized TOPCON dealers due to integration requirements with our existing equipment. Other brands were not considered because they do not offer full compatibility, nationwide coverage, or 24/7 field support.
Text2: Market research was limited because the requirement is for TOPCON equipment, which is proprietary and only available through authorized dealers. Additionally, the new items must fully integrate with our existing TOPCON machine control systems to maintain compatibility and avoid costly retraining or operational disruptions. We selected a vendor we have previously sourced from due to their proven reliability, 24/7 field support, trade-in program, SAM.gov registration, and ability to provide coverage across the entire United States, which is critical for this multi-regional purchase.
Text1: Requirement:Purchase TOPCON Hiper XR GNSS receivers, data collectors, and Pocket 3D software for accurate construction layout, grade control, and as-built data collection.Special Circumstances:Must integrate with existing TOPCON machine control systems.Vendor offers trade-in on old units, reducing cost.Authorized dealer required for warranty and support.
Text4:

Vendors must be enrolled and maintain SAM.gov registration to facilitate future purchases, repairs, and maintenance. Requirements for full integration with existing TOPCON equipment and the inclusion of trade-in value have limited competition, but these measures ensure compatibility, cost efficiency, and compliance.

Text6: The cost is fair and reasonable from this source as it is the single source that provides the necessary supplies.
