About this file
This document is a Single Source Justification (SSJ) form from the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT). The procurement involves purchasing internal acoustic transmitters from Innovasea, Inc. for assessing late-stage juvenile lake sturgeon movement in Green Bay proper, northern Lake Michigan, and main tributaries. Innovasea is the sole supplier of acoustic telemetry equipment compatible with the Great Lakes Acoustic Telemetry Observation System (GLATOS) network, with transmitters featuring unique ID codes exclusively detectable by their receiver network.
The justification highlights that Innovasea is the only company manufacturing transmitters compatible with telemetry equipment used by agencies/projects throughout the Great Lakes. The document details barriers to competition, including proprietary technology, frequency, and coding of acoustic telemetry equipment. The procurement is recommended and certified by both the Program/Project Officer and the Contracting Officer, emphasizing the unique technological requirements and the need for compatibility with existing equipment. The digital signatures indicate approval dates in July 2025, and the estimated cost is deemed reasonable based on the specialized nature of the equipment.

3. Other Capable Sources
2. Market Research Conducted
Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

Text3: Innovasea is the only company that manufactures and sells transmitters compatible with telemetry equipment utilized by agencies/projects throughout the Great Lakes as part of the GLATOS network.
The code space and frequency of Innovasea tags are unique to currently deployed receivers. Use of other brands of equipment would be incompatible with our existing equipment and may interfere with equipment already deployed for existing field work.
| Text2: Innovasea is the only company that supplies acoustic receivers/transmitters to all other agencies/projects participating in GLATOS. Other company's products are not compatible with Innovasea products and therefore would not be a part of the Great Lakes wide GLATOS data network for reporting tag detections. Since this project and our current/former projects will be a part of the GLATOS network and will utilize existing Innovasea equipment already deployed, it is not possible to use other company's equipment. | |
| Text1: This purchase will supply the internal acoustic transmitters necessary to assess late-stage juvenile lake sturgeon movement and spatio-temporal residency in Green Bay proper, northern Lake Michigan, and main tributaries. Green Bay and northern Lake Michigan currently have extensive coverage of Innovasea receivers as part of the Great Lakes Acoustic Telemetry Observation System (GLATOS) network. The internally implanted transmitters intended for purchase have a unique ID code that are exclusively detected by the receiver network allowing for fine-scale positioning of individual fish. | |
| Text4: The proprietary technology, frequency, and coding of acoustic telemetry equipment and the importance of compatibility with the existing receiver network prevents use of other brands. | |
| Text6: Innovasea is the only company that manufactures and sells transmitters compatible with telemetry equipment utilized by agencies/projects throughout the Great Lakes as part of the GLATOS network. Considering transmitter technology, compatibility with existing equipment, battery life, and Innovasea data services, the price point is reasonable compared to competitors. We have worked directly with an Innovasea sales consultant to optimize transmitter settings to ensure that we are maximizing the value of this expenditure. | |
