About this file
This document is a Single Source Justification (JOFOC) for continuing internet service for the U.S. Fish and Wildlife Service (USFWS) office in Bismarck, ND. The USFWS intends to award a firm fixed price contract to Dakota Carrier Network, LLC (DCN) to provide high-speed internet service of at least 150 Mbps. The current vendor, DCN, has provided this service for the past 5 years under PO 140F0619A0003 and will continue to offer the service at the same low cost rate. The USFWS states that DCN has already installed the necessary fiber optic equipment in the building, and that no other capable sources are known that can provide the required service at a comparable cost. The USFWS is publishing a Special Notice of Intent to Award to a Sole Source under simplified acquisition procedures, and interested parties have 10 calendar days to respond if they can provide competition advantageous to the government.

JOINT ADMINISTRATIVE OPERATIONS
Acquisitions Operations
We are unaware of any other capable sources that will not cost us additional money and be able to provide us with high speed connection of a minimum of 150 Mbps.
We have had this service for 5 years with the vendor -current PO is 140F0619A0003. They will continue to offer it at a low cost rate.
Internet Service for the office located at USFWS, Bismarck ND, 3425 Miriam Avenue, Bismarck, ND 58501. We seek to continue the current service with Dakota Carrier Network, LLC (DCN).
We need a vendor that has the ability to provide the internet/bandwidth without extended wait times or multiple attempts to upload or download data. The current vendor has installed the fiber optic line and connection to the building for the previous contract, therefore we are asking for continued service with the currently installed equipment.

The current vendor has provided us with the service we currently use at a low cost and will continue to offer the service at the same rate without increase. The provider has also installed their fiber optic equipment in our building which we are currently using and will continue to use with further service.
