Notice of Intent to Sole Source Federal Housing Finance Agency Data Center Co-location Services

Agency Contact Information:

U.S. Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), 381 Elden Street, Suite 2000A, Herndon, VA 20170 Contracting Officer: Nicole Gregory - nicole_gregory@ibc.doi.gov

Proposed Action:

The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with HII Mission Technologies Corp. (HII MTC) for Data Center Co-location Services. This non-competitive action is being issued by the Acquisition Services Directorate on the behalf of the Federal Housing Finance Agency (FHFA).

Place of Performance:

Contractor Facilities.

Description of Requirement:

FHFA requires a data center co-location space and services for its alternate operational hardware.

Specifically, it includes secure cage space and necessary data center physical facilities such as power, connectivity, Computer Room Air Conditioning (CRAC), and other amenities that will support the co-location of Government-owned equipment in a contractor’s data center facility. Paramount to this effort is the Contractor’s demonstrated ability to mitigate risks associated with service degradation and interruption during transition(s) of production hardware.

FHFA has identified its power requirements and physical layout configuration for the alternate data center. If necessary, the acquisition of additional space, power and/or connectivity above that necessary to support FHFA's current plan will be handled via contract modification(s). Any modifications to the task order will be requested and approved by the Contracting Officer before being incorporated into the contract. The alternate data center is currently configured in an active/active mode with FHFA’s primary data center located at FHFA’s headquarters building in Washington DC for high availability and increased computing efficiency of FHFA’s systems.

The purpose of this data center co-location service is to provide a large-scale, secure, scalable data center facility to house FHFA’s Information Technology (IT) infrastructure which functions as an alternate data center supporting FHFA IT operations. These operations include network, server, and telecommunications infrastructure supporting the ongoing FHFA mission.

Response Information:

This action is being processed in accordance with FAR 13.5. The objective of this is to retain FHFA’s existing alternate data center and services for a period not to exceed one year. This additional time will allow FHFA to transition to a new long term contract for these data center services without disrupting current operations. As FHFA requires continuous support during this time, it is not feasible for another contractor to provide these services. However, interested parties may identify their interest and capabilities regarding this requirement by submitting a capabilities statement by the date specified herein.

An eight month base period and one (1) four month option period are anticipated for this effort. The Government will consider all capabilities statements received by 10:00 A.M. ET, Monday April 15, 2024.

Please be advised that it is the offeror’s responsibility to ensure the Government receives your submission on or before the specified due date. Submissions shall be sent electronically to Nicole Gregory, Contracting Officer at nicole_gregory@ibc.doi.gov. Submissions shall not exceed ten (10) pages. Paper copies will not be accepted.
