About this file

This is a Sources Sought notice issued by the Bureau of Indian Affairs (BIA), Office of Justice Services (OJS), for market research purposes regarding food and beverage supply delivery to detention facilities located in District I (North Dakota, South Dakota, and Nebraska). The notice explicitly states this is not a solicitation, Request for Quote, or commitment to award a contract, and no pricing information is being requested at this time. BIA-OJS is seeking to identify qualified vendors—preferably two or more Indian Small Business Economic Enterprises (ISBEEs), but also considering Indian Economic Enterprises (IEE), small businesses, and large businesses—capable of supplying comprehensive food and beverage items to support an estimated inmate population of 220 inmates per day across five detention centers: Standing Rock Adult & Juvenile Detention (Fort Yates, ND), Turtle Mountain Detention Center (Belcourt, ND), Fort Totten Detention Center (Fort Totten, ND), Lower Brule Detention Center (Lower Brule, SD), and Yankton Detention Center (Wagner, SD).

Interested vendors must submit a capability statement not exceeding 10 pages by June 8, 2026, to Lara.Wood@bia.gov with the subject line "Sources Sought Response - District I Food & Beverage Supply BPA." Required information includes company contact details, CAGE code, UEI, business size classification under NAICS 722310, capabilities statement, geographic service coverage confirming ability to deliver to all listed locations, past performance on similar contracts, logistics capabilities (distribution centers, truck fleet, cold-chain compliance, emergency processes), and ability to meet daily, weekly, and emergency delivery requirements. Food categories needed include perishables (meats, frozen foods, breads, fresh vegetables and fruit, dairy) and nonperishables (canned goods, pastas, condiments, seasonings, beverages, and other staples). The notice indicates future consideration of a Blanket Purchase Agreement (BPA) structure based on responses received.
