About this file
This is a Request for Information (RFI) issued by the Department of the Interior, Bureau of Indian Education (BIE) to assess vendor capacity and feasibility for providing special education related services at schools in Sells, Arizona and Whiteriver, Arizona. The RFI seeks to determine whether a single vendor can realistically staff and manage six critical positions: School Psychologist, Special Education Teacher, Speech-Language Pathologist (SLP), Occupational Therapist (OT), Physical Therapist (PT), and School Counselor. The BIE intends to establish a cooperative agreement with a base year and optional extensions up to four years total.
Vendors must submit responses addressing six primary evaluation areas: (A) feasibility of fulfilling all six positions or identifying which require subcontracting; (B) staffing and recruitment challenges, particularly in rural and tribal areas, and typical onboarding timelines for licensed personnel with BIE background clearance; (C) current roving service delivery models across multiple school sites and logistical requirements; (D) familiarity with NASIS and documentation capabilities for service logs, evaluations, and progress reports; (E) recommendations for SOW improvements and performance metrics; and (F) vendor type classification (ISBEE, SBA, Large Business, or other). Responses must be submitted via email to Contracting Officer Ms. Felicia Aspaas at Felicia.Aspaas@bie.edu with a deadline of 10:00 AM on an unspecified date. The contract is subject to NAICS code 611710 with a size standard of $24.0 million. No reimbursement will be provided for RFI response costs, and submission does not obligate the government or guarantee inclusion in a future solicitation.
