NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS.

The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with PRAIRIE THERAPY under the authority of FAR 13.106-1(b), Soliciting from a single source.

For 2018-2019, Ojibwa Indian School was able to utilize an Education/School Psychologist from the Belcourt Elementary School. This resource attended Ojibwa school for 2.5 days and remained at the Belcourt Elementary for 2.5 days. This year the Belcourt Elementary will keep her all 5 days. Therefore, Ojibwa Indian School urgently requires an Education/School Psychologist for the 2019/2020 school year. Prairie Therapy contacted the school and indicated they may be able to identify a resource for the 2019/2020 school year.

The 2019/2020 school year at Ojibwa Indian School started on August 14, 2019 and therefore it is imperative to obtain these services as quickly as possible. Identifying qualified and experienced key personnel after school begins is a challenge and processing the background check can take additional time and delay services. Therefore, the Government intends to issue a one-year sole source contract to a firm that is providing similar services to the school.

The contractor will assist with completion of all psycho-educational evaluations, counseling services, functional behavior, behavior plans, and parent support services. Primary responsibilities will include the intellectual and behavioral sections of a comprehensive Special Education evaluation with a completion of written psychological report for each student assessed. The Contractor is responsible for including all supplies and equipment needed for fulfilling the requirements of the bid. This will include paper supplies, printing resources, purchase of assessments and protocols, on-line and web base scoring applications and any other supplies needed to successfully assess students. There are approximately 80 students that qualify for special education services, not including new referrals. The contractor will provide evaluations (both initial and reevaluations) to the students of Ojibwa Indian School.

The period of performance will be for one year. The total anticipated cost is $61,875.00.

No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 621330. If a firm believes that BIA should not pursue this procurement, it should submit a capability statement and pricing information for the requirement by ___5pm______ ET on ____August 29, 2019__________. Please contact Jackie Wolfe, Contract Specialist, via email at Jacqueline.Wolfe@bia.gov.
