NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS.
The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with THE HIGHER LEARNING COMMISSION under the authority of FAR 13.106-1(b), Soliciting from a single source.
The Southwestern Indian Polytechnic Institute (SIPI) has a requirement for a Higher Learning Commission (HLC) Student Success Academy Membership. This Academy was designed to guide institutions through the requirements of the HLC’s accreditation criterion component 4.C., which requires institutions to take data-driven approaches to improving student success. Participation will assist SIPI in maintaining compliance with HLC accreditation expectations.
The Higher Learning Commission is one of six regional accreditation agencies, operating under the auspices of the United States Department of Education. The Higher Learning Commission is the accrediting agency under which SIPI operates, and is providing guidance on a key component of accreditation criteria that they have developed, and use to base accreditation decisions upon. Guidance provided through this Academy will ensure that SIPI is compliant with accreditation criterion component 4C.
In accordance with the Class Determination and Findings (D&F) under 41 U.S.C. §3304(c)(l); Public Law 114-95; and 48 C.F.R. §1.703, these services must be issued on a sole source basis.
The period of performance will be for a base year plus two (2) option years. The total anticipated cost is $29,000.00.
