NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS.
The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm Fixed Price (FFP) contract with LERMAN, ROBERTA under the authority of FAR 13.106-1(b), Soliciting from a single source.
The requested vendor will build upon already established relationships and trust to further student’s growth. The incumbent provider has been providing these services for the past year. Changing providers would cause hardship on the students, parents and staff at the school.
In accordance with the Class Determination and Findings (D&F) under 41 U.S.C. §3304(c)(l); Public Law 114-95; and 48 C.F.R. §1.703, these services must be issued on a sole source basis.
The period of performance will be for a base year plus four (4) option years. The total anticipated cost is $178,560.00 over 5 years.
Contractor shall provide an Academic Language Therapist to work with students that have been identified as dyslexic through standardized evaluations. The students work within a multisensory approach to sounds and syllables, and phonemic understanding. The Academic Language Therapist works in a therapeutic small group setting utilizing a standardized approach to remediate reading deficiencies that are related to the diagnosis of dyslexia.
The therapist works 4 days a week in 45 minute sessions. Services provided throughout the school year shall be a total of 16 hours/week for 36 weeks.
These services are for students identified as special needs. Continuity of service with the current provider is in the best interest of the students.
