BOSTON NATIONAL HISTORICAL PARK
Dorchester Heights (DOHE) Interpretive Construction Scrim
SCOPE: In accordance with the terms and conditions of the Contract, the contractor shall perform the work of this task order for the National Park Service (NPS) as described below.

PROJECT BACKGROUND
Dorchester Heights is the site of fortifications by the Continental Army that led to the evacuation of Boston by the British Army on March 17,1776. The monument was built in 1901 by the prominent architectural firm of Peabody and Stearns to commemorate the Revolutionary war events.
National Parks of Boston continues to steward Dorchester Heights Monument and looks forward to the next chapter of the Monument’s role in its local community and in helping us reflect on our nation’s founding.
Boston National Historical Park is planning a multimillion-dollar restoration of the Dorchester Heights Monument atop Telegraph Hill in South Boston with funding from the Great American Outdoors Act (GAOA). This project will restore the 115-foot-tall marble commemorative tower, and it will also replace all hardscapes within the surrounding 5.43-acre grounds around the tower, known as Thomas Park. With https://www.nps.gov/subjects/infrastructure/gaoa.htm completion of this project, the iconic tower and grounds will be safe and accessible for visitors and continue to serve as a landmark within the local community.
Construction is anticipated to begin in the Fall/Winter of ’23 and last approximately 18 months. During this time, the site will be closed to the public, and construction fencing will be erected to protect the area from pedestrian use. This project is for the conceptual design, production, and installation of interpretive construction screening that will help passersby understand the intent and importance of the project and site.
SCOPE OF WORK
This project produces and installs interpretive screening around the Dorchester Heights monument and grounds during construction. The scrim will provide information to passersby to understand the intent and importance of the project and site.
A series of scrims, each approximately 6’ in height by 25’ in length, that will be graphic narrative, will be designed based on images and content provided by NPS. A total of six
(6) scrims are to be produced. Approximately 150 linear feet total, located adjacent to each entrance to the site – see “attachment A” for locations. The design will use available imagery and short text to engage and inform pedestrians, and the community, by covering the following themes:
1. Historical Significance
2. The Commemorative Tower and Grounds
3. Improvements to the Site
4. Construction Timeline
TASKS
This Service Contract shall provide design services to produce graphics that will be suitable for fabrication and installation of the interpretive scrim as follows:
1.0. DESIGN
A. Attend one (1) project kick-off meeting with NPS Project Team.
B. Utilizing content supplied by NPS, the contractor shall prepare (2) design proofs for the construction scrims in written and graphic format as applicable for NPS Project Team review.
C. Provide one (1) oral and graphic presentation of the design alternatives and consult with the NPS Project Team in selecting a final design.
Design Deliverables: Submit digital files as described below for NPS project team review:
Alternative Designs. (PDF).
2.0. PRODUCTION
A. Selected Final Design to be fabricated/produced by a graphical company.
B. Specification of scrim shall be heavy duty and to be able to withstand the elements. Scrim samples to be provided to NPS for review before production.
C. Printed graphics to be high quality, readable, and not blurry.
D. Scrim attachments to be robust and not damage the fence it will be secured on.
3.0. INSTALLATION
A. Review Attachment “A” for scrim placement.
B. Final install placement on fence will be confirmed with NPS on site. Scrims shall be located in a safe area of persons viewing it.
C. Installation area to be left clean.
Final Deliverables: Three (3) areas of coverage (attachment A), two (2) signs per area for a total of six (6), produced and installed as specified above.
CONTRACTOR WORKSITE MAINTENANCE AND CLEANUP
A. The Contractor shall keep the work areas free from accumulation of waste material and rubbish during the progress for work.
B. The Contractor shall dispose of all waste materials according to state/local regulations.
C. No waste materials shall be left on site.
D. Upon completion of the job, the Contractor shall leave the work area and premises in a clean and neat condition.
DATA AND MATERIALS PROVIDED BY NPS
A. Content, including imagery and descriptions to be included in the design.

REVIEW AND APPROVAL
NPS will notify the contactor in writing with any additions, corrections or suggestions according to the above schedule. Any additions or corrections shall be completed and submitted to the government as indicated above. In the event the government delays comments beyond the period specified below, the contractor will be entitled to a day-to-day extension in the completion date.
A. Approval of proofs within 7 days
SERVICE AND SUPPORT
A. Contractor is responsible to provide all labor, materials, and transportation and handling of materials to complete this work
B. Equipment used by contractor shall be washed clean of dirt and debris from other sites prior to work in order to avoid introduction of invasive species
C. Equipment used must not damage existing areas
PERIOD OF PERFORMANCE
A. Project to be completed within 60 days after contract award B. Installation services shall be provided by the Contractor between the hours of
8:30 a.m. and 3:00 p.m. excluding holiday.
C. Contractor must provide two days’ notice before start of work, and this must be coordinated with the onsite COR
