About this file
This Addendum #1 document is a Questions and Answers response issued by the Florida Department of Health, Division of Administration, Bureau of Procurement and Contract Administration, addressing inquiries submitted by prospective vendors for ITB DOH25-019 regarding oxygen generating systems. The addendum, dated August 6, 2026, responds to two vendor questions regarding medical equipment specifications and additional information about the procurement request. Prospective vendors were required to submit written questions by July 30, 2026 at 4:00 p.m., with answers posted by August 6, 2026. Sealed bids are due August 13, 2026 at 2:30 p.m., with an anticipated Intent to Award on August 18, 2026. The procurement seeks two oxygen generating systems for the Jacksonville Fire and Rescue Department, with delivery and installation required by September 30, 2026. The contract term runs from August 1, 2026 or purchase order issuance through March 31, 2027, contingent on legislative appropriation and satisfactory performance.
Both oxygen generating systems must produce 99% or higher oxygen concentration and operate as self-contained, turnkey units on casters with lifting lugs, powered by single-phase electrical service with twist-lock plugs. The first system must fill D, M, E, and H-size cylinders at 2,200 psig with a capacity to fill 20 E cylinders and 2 H cylinders per day; the second system must exceed this capacity. Each system includes a 4-valve manifold, 10-valve oxygen cylinder manifold, surge protector, one-year replacement filter kit, buck/boost transformer, three transfill outlet whip assemblies of varying lengths, and an owner's operations manual. Award will be made to the responsive, responsible respondent with the lowest grand total price on an FOB destination basis. The contractor must provide on-site training within two weeks of installation at no additional charge and is subject to a 5% payment reduction for failure to meet specifications. Vendors must register with MyFloridaMarketplace within five days of Intent to Award and comply with Florida Statutes regarding vendor registration, workers' compensation and general liability insurance, E-Verify employment verification, and scrutinized companies regulations.
