About this file

The document is an Invitation to Bid (ITB) DOH24-019 from the Florida Department of Health, seeking competitive bids for FDA-approved laboratory-based immunoassays for chronic hepatitis and syphilis Treponemal antibody diagnostic test kits. The solicitation covers six diagnostic test types: Hepatitis A IgG antibody, Hepatitis B surface antigen, Hepatitis B surface antibody, Hepatitis B core antibody, Hepatitis C total antibody, and Treponemal antibody immunoassay. The bid requires providers to supply six new common analyzers, distributed across public health laboratories in Jacksonville, Miami, and Tampa, with an estimated annual testing volume ranging from 4,000 to 39,300 tests. Bids are due by May 19, 2025, at 3:30 PM, with an anticipated contract award on May 26, 2025. The initial contract term will be one year from March 1, 2025, or the contract execution date, with options for three additional one-year renewals.

The pricing structure requires bidders to provide per-reagent test costs for each diagnostic test type, with a grand total calculation that includes the initial term and potential renewal years. The solicitation mandates comprehensive technical specifications, including FDA approval, specimen compatibility, and package insert requirements. Vendors must provide a reagent rental agreement that includes proprietary testing equipment at no additional cost, with analyzers to be removed 30 calendar days after the contract term. Additional requirements include various certifications such as non-collusion, scrutinized companies, forced labor, and foreign countries of concern attestations. Vendors must demonstrate E-Verify compliance and provide maintenance and training for the analyzers. The contract does not appear to have specific set-aside designations and is open to qualified medical diagnostic equipment and test kit providers meeting the technical and compliance requirements.

Invitation to Bid Viral Hepatitis and Treponemal Antibody Diagnostic Test Kits Page | 18

The following information details the specification requirements of the Department’s Laboratory- Based Treponemal Antibody and Hepatitis Panel Test Kits. Respondent must have prior written approval from the Department’s Contract Manager for any modifications or alterations to the specifications (See Section 3.12 of the ITB).

A. Background Information

The Department’s Bureau of Public Health Laboratories (BPHL) performs a chronic hepatitis panel and syphilis diagnostics on specimens submitted by county health departments (CHD). The chronic hepatitis panel includes the following tests; Hepatitis A IgG antibody (HAVAB, Hepatitis B surface antigen (HBSAG) including confirmatory, Hepatitis B surface antibody (HBSAB), Hepatitis B core total antibody (HBCAB) and Hepatitis C total antibody (HCVAB). In addition, BPHL may perform Hepatitis A antibody IgM (HAVAB IgM) and Hepatitis B core antibody IgM (HBCAB IgM) as needed, i.e.

outbreak investigations. Syphilis screening is currently performed by a rapid plasma reagin (RPR) test however the goal of this ITB is to replace RPR screening with an automated, random-access Treponemal antibody immunoassay (TPIA). Anticipated annual test volumes are below and shall be used to calculate estimated product quantities required to provide these tests on the price page (Attachment B).

2024 Estimated Testing volumes:

Test Jacksonville Test Count Miami Test Count Tampa Test Count

HAVAB* 14,500 8,600 6,200

HBSAG** 17,000 16,000 6,300

HBSAB 16,000 15,400 6,500

HBCAB*** 16,000 15,400 6,200

HCVAB 14,600 14,500 6,200

TPIA• 4,000 4,100 3,200

* Includes total and (if applicable) IgM only tests ** Includes HBSAG Confirmatory test *** Includes total and (if applicable) IgM only tests

• Initial estimated number of tests based on current syphilis testing using the Traditional Algorithm.

These figures are subject to change pending transition to a Selective Reverse Algorithm, within the awarded contract period.
