About this file
This document is Addendum 1 for Invitation to Negotiate (ITN) DOH24-012 issued by the Florida Department of Health's Bureau of Tobacco Free Florida (BTFF), addressing Surveillance and Evaluation Services. The addendum provides official responses to seven vendor questions regarding the solicitation, clarifying key details about survey requirements, reporting expectations, and document access. Specifically, the department confirmed that the contract requires executing three annual surveys (FLATS, YAS, and YTS) with a minimum of 13,000 total completed surveys each contract year. The addendum also corrected a technical detail in the original ITN regarding the number of cost reply copies to be submitted (one original and two copies). Vendors were directed to access prior survey instruments, methodology reports, and study examples through a provided web link.
The addendum indicates that the selected vendor will collaborate with the contract manager to determine survey sample sizes, reporting formats, and evaluation methodologies. No specific reporting parameters were mandated, allowing flexibility in presentation methods such as written reports, PowerPoint presentations, or data dashboards. The document emphasizes that the vendor will work closely with Bureau staff to determine the most appropriate reporting approach. While the addendum does not specify exact budget allocations or financial terms, it provides guidance for potential bidders to ensure consistent and comprehensive proposal preparation by offering access to historical study materials and clarifying key contractual expectations.
