About this file

This document is an Addendum to an Invitation to Bid (ITB) issued by the Florida Department of Health (Department) for the procurement of Outdoor Recumbent Bicycles. The ITB seeks competitive pricing for 25 units, with the Department reserving the right to increase or decrease the quantity based on need and available funding. The Addendum provides responses to questions received from prospective vendors, including clarification that the Department will accept a non-adjustable seat as an approved equivalent, and that installation is not included in the bid scope. The ITB does not specify a preferred brand or manufacturer, and advance payments will not be allowed. Delivery of the bicycles is required by April 12, 2024, with multiple deliveries accepted.

Regarding pricing, the ITB does not mention any set-asides or incumbent vendors. The Department will not provide any advance payments, and funding for the contract is subject to availability. The Addendum also includes information on the protest process and timeline for the procurement.

Recumbent Outdoor Bicycles Q&A’s

# Question Answer

Is the "Adjustable Seat" a must have requirement? (As the unit in the photo in ATTACHMENT A does NOT appear to have an adjustable seat.)

The advantage of our unit is that it is much easier for seniors to access - as they do not need to step over the main bar.

The Department will accept a non-adjustable seat as an approved equivalent. Refer to Attachment A, Section C, Proposed Equivalent and Supporting Documentation.

We don't make an outdoor recumbent bike, but we do make an outdoor stair climber that's tamperproof and weatherproof. Can our stair climber be an "approved alternate" to the recumbent bike that's been specified? I've attached our brochure for your review.

No.

Just wanted to confirm this is for 25 units? Specifications were in the "DOH23-031 Final Document".

25 units is the Department current estimated need. As noted on Attachment B, Price Page “The Department reserves the right to increase or decrease the estimated quantities based on need and available funding.”

Is installation a part of this bid process? Or is this Units only?

No installation is not included.

Is there a preferred brand or manufacturer? No.

Would advance be allowed for this opportunity? No.

In terms of delivery p, Will it be one drop for all the items?

All items are to be delivered to one location. However, multiple deliveries will be accepted by April 12th,2024.

Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
