About this file
This document is Addendum 4 to an Invitation to Bid (ITB) from the Florida Department of Health (DOH) for In-Person Soft Skills Training Seminars. The addendum provides responses to questions received from prospective vendors. The ITB seeks to obtain competitive prices for in-person soft skills training seminars for DOH staff in Lee County, covering topics such as customer service, problem-solving, communication, supervisory skills, and organizational skills. The training sessions are expected to be 6-7 hours long, with a minimum of 5 unique sessions to be presented. The DOH will not require post-training assessments, and the same staff may not attend all 20 sessions, as attendance will be based on skills analysis and individual development plans.
The ITB does not require drug tests, and there is an existing agreement in place for similar services. The DOH has a budget range for this engagement, and there is no need for online content or material to be loaded onto a learning management system. The training sessions are aimed at all levels of the DOH workforce, not just managers and supervisors.

Questions and Answers
# Question Answer
Will it be permissible for a brief test to be administered after each training class to capture data to see which staff retained the material or would DOH prefer that not be completed?
No, no post-training test or assessment should be administered.
Will the same DOH staff attend all of the designated 20 sessions DOH has suggested in the bid proposal or will only some staff have to repeat the Soft Skills/Customer service skills Sessions?
No, the same staff will not attend all training sessions. Supervisors may require certain staff to attend sessions based on skills analysis.
Staff may elect to attend sessions based on IDP principles. There is no intention for staff to repeat sessions.
Would DOH like training to be held equally throughout the year, for example about twice a month or does DOH prefer certain months where 4 or more trainings can occur to have higher percentage of staff completion rates?
Equally throughout the year.
Is DOH requiring this class for all of their Staff or just their staff that need additional coaching due to their current work performance and/or that are on a Performance Plan?
Some training sessions may require all staff to attend. Some training sessions may require some staff to attend based on work performance. Some training sessions may be optional for all staff.
Can DOH Staff bring or use their work issued laptops for class training and soft skills interaction or would DOH prefer technology to be primarily instructor led?
Technology should be instructor-led.
Can you define "one-day training sessions"?
A training session in which the primary topic and any associated sub-topics can be covered within the confines of one (1) business day.
Typically, between 8:30 a.m. and 4:30 p.m.
Do you require 20, eight-hour training sessions, or is the expectation the training can be delivered in less time/more time depending on the topic(s)?
Twenty training sessions, six to seven hours each. More or less time may be allocated depending on the topic. A training session should never be longer than eight hours.
Since multiple topics can be delivered in one day, if we deliver multiple topics in one day does each of those count as one of the 20 sessions requested or do you consider that collection of topics in one day
No more than one training session should be delivered in one day.
Sessions may cover multiple topics. Refer to ITB Attachment A Scope of Work Section 5.1.1.
to be one training?
Does session materials include the PowerPoint? If so, how is respondent’s propriety information and intellectual property handled?
No, it does not. Refer to ITB Section 3.4 Public Records and Trade Secrets
Will respondent have the chance to meet with management liaison to ensure expectations and desired outcomes will be met for each topic?
Yes.
Do the 20 sessions include repetitive training sessions (i.e.
communication on the 4th and 5th, and organization on the 7th and 8th) or are 20 completely different topic seminars expected?
Yes. Depending on interest level and demand for a particular topic, repetitive training sessions are likely. A minimum of five unique training sessions are expected to be presented.
Will the same staff members attend every session, or will there be a variety of staff attending on different dates?
A variety of staff will attend on different dates.
Is one session expected throughout that entire timeframe, or might there be several throughout that timeframe? For example: Would each seminar be an hour (or another time allotment) long, or is each seminar is expected to be 8 hours long with breaks (literally from 8:30 am to 4:30 pm)?
Each training session is not expected to be exactly eight hours in length. Sessions are generally expected to be six to seven hours each. More or less time may be allocated depending on the topic. The length of a training session would depend on the scope of content that the provider determines is appropriate in order to improve the understanding of the topic to the attendees.
I assume drug tests will be required as this is a service solicitation. If so, will DOH pay for those incurred costs?
Drug tests are not required for this service.
Is there an existing agreement presently in place or is this a new offering request?
An agreement is in place for similar services. This is a new ITB.
What is driving the need for this request.? The need is to provide opportunities for staff to improve their soft skills and business acumen.
Why are these topics chosen and Why now? The topics enumerated in the ITB are common examples used by many organizations and represent some, but not all, areas identified by management where improvement is desired.
Are all of the target audience managers and supervisors? or are general workforce personnel included?
All levels of the workforce are included.
Will there be a need for online content incase there are those who can't attend in-person?
There will not be a need for online content.
Do you have a budget range for this engagement? Yes.
Is there any value in preparing the material to be loaded to an LMS and if so, what format or LMS requirements are there (supplemental to the in-person sessions)?
No.
