About this file
This document is an Addendum to an Invitation to Bid (ITB) issued by the Florida Department of Health (DOH) for an Oxygen Generating System for the St. Johns County Health Department. The addendum modifies the delivery date for the oxygen generating system from May 31, 2023 to July 15, 2023 and provides responses to questions received from prospective vendors. The oxygen generating system must be a self-contained, turnkey system capable of producing oxygen concentration of 93% or higher, filling 15 M-size cylinders per day at 2,200 psig, and running on single-phase electrical power. The system must include several accessories such as lifting lugs, high-pressure hose assembly, H-size cylinders, and a valve manifold.
The contract opportunity is limited to the state of Florida, with the specific jurisdictions involved being Leon County and the city of Tallahassee. No additional pricing terms, set-asides, incumbent information, or funding details are provided in the addendum. The addendum also includes a notice regarding the filing of protests under Chapter 120 of the Florida Statutes.

B. Responses to Questions received pursuant to section 2.7, Questions: Please see the Department’s response to questions received by the due date outlined in section 2.4. Timeline, of the ITB, below:
# Question Answer
1. Can you please verify that the DOH is looking for stationary O2 Generating Systems and not a mobile (trailer-type) unit?
Yes – This will be a stationary unit.
2. 4.1.1.1 Must be a self-contained, turnkey system capable of being placed on and transported on skids. Please elaborate?
This refers to the system having forklift slots/skids so it’s moveable via a forklift.
Please see Addendum #1.
3. Can you please clarify/amend the following?
4.1– Service Tasks
4.1.1. – It is possible we might be able to make the May 31st delivery date, however, would like the date extended to July 15th due to unforeseen supply chain delays.
Please see Addendum #1.
4. 4.1.1.6 – Please advise NEMA/IC Code and Plug specs. Please note that outlet must have dedicated fuse for disconnect.
We would match the receptacle size necessary based upon manufacturer recommendations for the product requirements. An example twist-lock plug type would be L14-30P
5. 4.1.1.7 – Please advise more details and specs on the five quick connections mentioned.
The quick connections are for connecting to extra reserve cylinders which increase the unit’s capacity to store oxygen.
6. 4.1.1.8 – Please advise more details and specs on wall brackets mentioned.
Wall brackets installed to contain previously mentioned reserve steel H cylinders
Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
