About this file

This document is an Addendum #1 to an Invitation to Bid (ITB) issued by the Florida Department of Health (DOH) for shipping and towing services. The ITB seeks competitive prices for the shipping and towing of supplies and equipment from various locations to one central location in the State of Florida. The addendum provides responses to questions received from prospective vendors, including clarification that subcontracting is not authorized under the resulting contract. It also notes that only responses meeting the mandatory requirements outlined in the solicitation will be considered, and that failure to file a protest within the prescribed timeframe may result in the waiver of proceedings under Chapter 120 of the Florida Statutes.

The pricing terms, set-asides, incumbents, funding requirements and sources, and other salient information were not provided in the addendum. The document focuses on clarifying the subcontracting requirements and the mandatory response criteria for the ITB.

A. Responses to Questions received pursuant to Section 2.6, Questions: Please see the

Department’s response to questions received by the due date outlined in Section 2.4, Timeline, of the ITB, below:

1. I operate a dispatching company, and the trucking capacity that I have available to provide the services, will be the carriers that I provide dispatching services for, therefore would that be considered sub-contracting?
