About this file
This document is Addendum 3 to an Invitation to Bid (ITB) issued by the Florida Department of Health (DOH) to obtain an oxygen generating system for the Highlands County Health Department. The addendum modifies the delivery timeline, extending the installation deadline from May 31, 2023 to July 15, 2023 due to supply chain delays. The system must be a self-contained, turnkey unit capable of producing 93% or higher oxygen concentration, filling 15 M-size cylinders per day at 2,200 psig, and running on single-phase power with a twist-lock electrical plug. The system must include a 25-foot high-pressure hose, three H-size cylinders with wall brackets, and a 10-valve manifold.
The addendum also provides responses to vendor questions regarding the location, product specifications, and contract details. Vendors must submit their bids in accordance with the updated timeline and requirements outlined in this addendum. The contract will be awarded to a single vendor to provide, deliver, and install the oxygen generating system.

# Question Answer
1. Just curious as to where and what you were looking for? It only says Department of Health – what City and what products?
See following link to VIP advertisement:
https://vendor.myfloridamarketplace.com/s earch/bids/detail/4230
2. Can you please verify that the DOH is looking for stationary O2 Generating Systems and not a mobile (trailer-type) unit?
Yes – we are looking for a stationary system.
3. 4.1.1.1 Must be a self-contained, turnkey system capable of being placed on and transported on skids. Please elaborate?
This refers to the system having forklift slots/skids so it’s moveable via a forklift.
4. Can you please clarify/amend the following?
4.1– Service Tasks
4.1.1. – It is possible we might be able to make the May 31st delivery date, however, would like the date extended to July 15th due to unforeseen supply chain delays.
Please see Addendum #3.
5. 4.1.1.6 – Please advise NEMA/IC Code and Plug specs. Please note that outlet must have dedicated fuse for disconnect.
Plug must be compliant with NEMA/IC code.
6. 4.1.1.7 – Please advise more details and specs on the five quick connections mentioned.
The quick connections are for connecting to the extra reserve cylinders that increase the unit’s capacity to hold oxygen.
7. 4.1.1.8 – Please advise more details and specs on wall brackets mentioned.
The wall brackets are installed to safely keep reserve cylinders in place.
