About this file

This document is an Addendum #1 to Invitation to Bid (ITB) DOH21-029 issued by the Florida Department of Health for a Chlamydia trachomatis and Neisseria gonorrhea (CT and GC) Nucleic Acid Amplification Test System. The ITB seeks to obtain competitive prices for a laboratory-based nucleic acid amplification test (NAAT) system for the diagnostic detection of CT and GC. The addendum provides responses to questions received from prospective vendors regarding the submission process, equipment requirements, and testing specifications. It notes that existing equipment may be utilized if the current vendor is awarded, but new equipment would be required for a different vendor. The anticipated annual volume and percentage of testing for bacterial vaginosis is unknown, and vendors cannot gain additional points for providing additional value-added services.

Pricing terms, set asides, and funding details are not provided in this addendum. The ITB is for the Department of Health to serve the state of Florida, specifically the jurisdictions of Leon County and the city of Tallahassee. The contract award will be made in accordance with the basis of award criteria outlined in the ITB.

# Question Answer

Is there another acceptable method of electronic submission other than using a USB drive or CD copy?

No, please refer to Section 3.2.4 regarding instructions for submittal.

Can existing equipment be utilized to conduct a portion of the testing or does new equipment need to be utilized.

If the current vendor is awarded the bid, existing equipment may be utilized with any necessary updates provided by the vendor. If a different vendor is awarded, new equipment will be required.

What is the anticipated approximate annual volume for Bacterial Vaginosis testing? What percentage of total sexual health testing will Bacterial Vaginosis make up? How will this specification be weighted when scoring the submissions?

At this time, we do not perform bacterial vaginosis and it is unknown if this will be added to our test menu; however, if asked to perform this testing in the future, the Department wants the capability to perform this testing on the system provided by the awarded vendor. The percentage is unknown. Specifications will not be weighed or scored. Please refer to Section 2.8, Basis of Award.

Pertaining to sample types, is the State of Florida open to reviewing internal study data if supplier does not have the sample type at time of submission? What would determine the State’s ability to accept internal study data versus FDA reviewed data?

No, Respondents must provide the sample types as specified in the ITB at the time of bid submission.

5 Can a Vendor gain additional points in scoring if their STI assay and collection device provide additional value to the State?

No, please refer to Section 2.8, Basis of Award.

Will the State consider an in-person discussion to review the Bid submission and proposals after submittal and before the award?

No, this is not permitted in the Invitation to Bid process.
