About this file
This document is Addendum #2 to the Invitation to Bid (ITB) DOH21-022 for Specialized License Paper, issued by the Florida Department of Health. The addendum modifies the timeline, including the due date for sealed bids and the anticipated posting of the intent to award. It also extends the delivery timeline for the specialized license paper from 4 weeks to 16 weeks after receipt of the purchase order. The addendum provides responses to questions received, including feedback on the benefits of defining more specific quantity ranges to improve cost estimates.
The ITB seeks to obtain competitive prices for specialized license paper for Category I, Active Licenses, and Category II, Retired, Suspended and Inactive Licenses. The quantities requested range from 50,000 to 100,000 sheets for active licensees, 3,000-10,000 sheets for inactive licensees, and 3,000 sheets of test paper. The procurement is open to all vendors, with no mention of set-asides or incumbent contractors. The addendum does not provide any additional information on pricing terms, funding requirements, or the current environment.

B. The following modification is made to Attachment A, section 6.1.3.2, Task List, of the ITB:
6.1.3.2 The specialized license paper must be distributed to the delivery location no later than four 16 weeks after the receipt of the purchase order.
C. Responses to Questions received pursuant to section 2.7, Questions: Please see the Department’s response to questions received by the due date outlined in section 2.5. Timeline, of the ITB, below:
# Question Answer
1.
6.1.3 Deliver the Specialized License
Paper for Category I and II as follows: 6.1.3.1 Deliver the following quantities of specialized license paper as requested by the Department: 50,000 to 100,000 sheets for active licensees;
3,000-10,000 sheets for inactive licensees, and 3,000 sheets of test paper. Question: In the best interest of the STATE it would be beneficial to have a more defined quantity to estimate. If you request 50,000 to 100,000 a supplier is going to estimate a per M based on the 50,000 qty for this section since the supplier does not know what quantity will be ordered. The per M for a 50,000 will be much higher than a per M for a 100,000 qty. Recommendation would be to quote in increments: 50,000, 60,000, 70,000, 80,000, 90,000, 100,000. This will provide a better cost structure for the
STATE.
No changes will be made to the price page.
2.
6.1.3.2 The specialized license paper
must be distributed to the delivery location no later than four weeks after the receipt of the purchase order. Question:
Due to the volatility of the market, paper is not readily attainable to meet this schedule. Recommendation is 16 weeks for delivery once a PO is approved and provided to the supplier. The STATE and the supplier would need to coordinate the schedules for ordering, paper delivery and production to ensure continuous replenishment and prevent the STATE from running out of material. Current material delivery is 3-4 months with a 2- 3 production cycle time
See Addendum 2.
