Economic Benefits of Solar Study – RFQ Summary
This is a Request for Quote (RFQ) issued by the Massachusetts Department of Energy Resources (DOER) under the Executive Office of Energy and Environmental Affairs for a detailed economic analysis study. DOER seeks a contractor to calculate the statewide historic economic benefits of solar deployed in Massachusetts to date and qualitatively estimate potential future benefits through 2035 and 2050. The analysis must quantify costs including net metering and energy compensation, ratepayer-funded incentive programs, and state tax incentives, while identifying benefits such as peak demand reduction, wholesale energy price suppression, and avoided transmission and distribution costs. The contractor will utilize incentive program data from DOER, public information filed with the Department of Public Utilities, and publicly available utility datasets. The deadline for submitting questions is November 7, 2025 at 4:00 PM, with answers due November 14, 2025 at 4:00 PM. The Request for Quote response due date is December 5, 2025 at 4:00 PM, with selection of the winning response anticipated for December 12, 2025 and an estimated contract start date of January 5, 2026. The contract term is through December 31, 2026.
The maximum contract amount is $150,000 on a rate-based, fixed project-price basis. Contractors must provide project-based pricing broken down by task, staff person, and hourly rate, with all ancillary services included in the project price. This procurement prioritizes the Massachusetts Small Business Purchasing Program (SBPP), and SBPP-registered participants meeting best value criteria will receive preference over non-SBPP bidders. The contract is subject to Statewide Contract PRF74 Energy Climate Action and Facility Advisory Services, and respondents must demonstrate qualifications including knowledge of the Massachusetts solar landscape, utility rate structures, net metering policy, economic modeling experience, and solar incentive program evaluation experience. The selected contractor must submit proposals via COMMBUYS and email to Samantha.Meserve@mass.gov and include a transmittal letter (1 page), executive summary (2 pages), narrative section (12 pages maximum), and cost proposal (2 pages).

1. BACKGROUND & PURPOSE
A. Massachusetts Department of Energy Resources
The Massachusetts Department of Energy Resources (DOER) develops and implements policies and programs aimed at ensuring the adequacy, security, diversity, and cost-effectiveness of the Commonwealth's energy supply to create a clean, affordable, equitable, and resilient energy future for all residents, businesses, communities, and institutions.
B. Background for Solicitation
Massachusetts’ Clean Energy and Climate Plan for 2050 identified that Massachusetts will require 27-34 GW of solar in order to achieve Net-Zero status.1 DOER develops and implements policies that support solar deployment across the Commonwealth such as the Solar Massachusetts Renewable Target (SMART), the Renewable Energy Portfolio Standard (RPS), the Low-Income Services Solar Program (LISSP), and more. As DOER continues to develop policies to support solar deployment it is critical to understand the economic benefits that solar deployed in Massachusetts provides to ratepayers and residents. DOER is seeking a contractor to calculate the statewide historic benefits of solar to date and qualitatively estimate the potential future benefits of solar through 2035 and 2050.
2. PROCUREMENT & CONTACT INFORMATION

I. REQUEST FOR QUOTE & CONTRACT INFORMATION
A. Scope of Work
Massachusetts has approximately 4 GW of solar deployed across the Commonwealth. The majority of the solar deployed in Massachusetts was done with the assistance of an incentive program such as the Solar Carve-Out (SREC) program, the Solar Carve-Out II (SREC II) program, the Solar Massachusetts Renewable Target (SMART) program, or Net Metering. Each of these incentive programs was funded by Massachusetts ratepayers. DOER is seeking a Contractor to conduct a detailed economic analysis to understand the total cost of solar incentive programs paid for by ratepayers and the corresponding economic benefits passed on to ratepayers from the solar deployed under said programs. The analysis should include but is not limited to the following:
Costs
• Net metering and energy compensation
• Ratepayer funded incentive programs
• State tax incentives
Benefits
• Peak demand reduction
• Wholesale energy price suppression
• Avoided transmission and distribution costs
The Consultant will be expected to conduct the analysis utilizing incentive program data from DOER, public information filed with the Department of Public Utilities, and publicly available utility data sets as well as other public information identified by the Contractor.
Economic Benefits of Solar Study Page 6 of 9
The Contractor will also be tasked with utilizing the results from the economic analysis to qualitatively describe the potential economic benefits for ratepayers based on deploying 27-34 GW of solar by 2050.
While DOER recognizes the variety of environmental, health, and other benefits solar provides, this analysis will focus specifically on the economic benefits of solar.
