About this file
This is a grant application form from the Massachusetts Department of Energy Resources (DOER) for the 2024 Leading by Example Decarbonization Grant Program for State Entities (PON-ENE-2024-018), issued March 11, 2024, and amended August 9, 2024. The program seeks to fund equipment decarbonization projects across four categories: space heating, water heating, facilities/maintenance/operations/landscaping equipment, and commercial kitchen equipment. Applicants must submit a Statement of Interest (Attachment A) and receive written notice to proceed before submitting the full application form to LBE-Grants@mass.gov.
The application requires detailed project cost breakdowns, including total initial costs, utility incentives, and grant funding calculations. Projects located in disadvantaged communities qualify for additional funding through a Climate & Justice Adder. All projects must meet specific performance standards, including ENERGY STAR certification where applicable, and comply with Build America, Buy America Act (BABAA) requirements unless a waiver is requested. Applicants must pursue available Mass Save and other external incentives before applying for grant funding. The form includes calculations for energy savings, greenhouse gas emissions reductions, and cost savings for each project type.

| Please describe how facilities maintenance, operations, and/or landscaping practices will account for electric equipment, including but not limited to retraining staff who will be using the BPLE, availability of existing or new equipment charging infrastructure, equipment storage and maintenance strategy, how charging costs will be mitigated (e.g., off-peak hours), estimated fuel savings, any initial operational adjustments to be implemented (e.g., reducing number of hours on landscaping services per day to account for battery run times), as well as any parallel plans to reduce overall mowing or create pollinator habitat. |
| 3) | Estimated Project Savings |
| Instructions for Section 3: | |
| The following section includes cost and emissions savings information by category. Each equipment category has its own table for calculations. There are three categories an applicant's equipment could fall into: (1) equipment that can be found in the LBE-OSD Battery Powered Landscaping Equipment Cost Savings calculator should be entered in Table 3a below; (2) electric utility vehicles, which can be included in Table 3b below; and (3) any equipment that does not fall under the first two categories may be included in Table 3c below. |
For all tables, applicants must fill out the equipment type at the top. This should match the input the applicant placed in Section 1 under proposed equipment types. In addition, for all tables, applicants must enter one proposed piece of equipment per table. If they need more, they can copy and paste the table to make more. Applicants should also input whether each piece of equipment is a replacement of an existing piece and or a new procurement. Regardless of whether it is a replacement or procurement, applicants should enter the existing fuel type, as either the true existing fuel type or the fuel type of the non-electric piece of equipment that the applicant would have gotten instead.
Table 3a: If an applicant can find their proposed equipment in the Battery Powered Landscaping Equipment Cost Savings calculator, they should use the calculator as instructed on the first tab of the calculator's excel file. Once they have entered their values into the calculator, they must list the existing fuel type, the cost savings the calculator estimated, and the annual relative GHG emissions reduction (in lbs of CO2e) that the calculator has estimated into Table 3a.
Table 3b: If an applicant has included an electric utility vehicle on their application, they must use the electric utility vehicle table (Table 3b). Enter the existing fuel type of the existing vehicle, the average annual fuel usage of the existing system, and the estimated annual cost savings. The formulas in the table will automatically calculate the rest of the cells (any cells with a yellow header).
Table 3c: If an applicant cannot find the equipment they are seeking to procure in the calculator and it is not an electric utility vehicle, then applicants can use the last table (Table 3c). Applicants should fill out any cells with a grey header. For the existing equipment portion of this table, this includes: existing fuel type, average annual fuel usage, and estimated fuel cost. For the proposed equipment portion of this table, this includes: the hours per day, days per month, and months per year that the equipment will be used, the battery capacity of the proposed equipment in kWh, and the electricity cost at the site where the equipment would be charged and kept. The LBE team will make the relevant calculation in the two boxes with orange headers. The cells with yellow headers will be calcaluated automatically when the corresponding cells are filled.
