About this file

This document is a grant application form for the Leading by Example Solar-Decarbonization Grant Program issued by the Massachusetts Department of Energy Resources (DOER). The program provides funding for state and local entities to implement solar photovoltaic (PV) projects, energy storage systems, and electric vehicle (EV) charging infrastructure. The application form outlines the required project details, including system technology, size, generation estimates, utility information, procurement plans, project timeline, and cost breakdown. Applicants can also request additional funding for decarbonization measures such as heat pumps, building envelope upgrades, and other projects to support facility decarbonization.

The grant program provides incentives of up to $2,500,000 per solar PV system, with additional funding available for energy storage, EV charging, and projects located in Environmental Justice or Low-income Disadvantaged Communities. Applicants must provide detailed cost estimates, financing plans, and projected energy and emissions savings to qualify for the grant. The application deadline is June 30, 2027, and awarded grants will be between the DOER and the selected state entities.
