About this file

This document is a Grant Application from the Massachusetts Department of Energy Resources (DOER) for the Leading by Example (LBE) Restoration Grant Program. The grant provides funding for the repair and restoration of existing state-owned solar PV systems and decarbonized heating/cooling systems, such as air-source heat pumps, solar thermal, and geothermal systems. Eligible applicants include state agencies, campuses, and authorities. Grant funds can be used for the repair or replacement of critical components, with a maximum award of $500,000 or $550,000 if the project is located in an Environmental Justice or low-income disadvantaged community. Applicants must provide details on the existing system, repair/restoration needs, proposed solutions, preventive maintenance plans, project timelines, and expected benefits upon completion. The application deadline is June 30, 2027, and grants will be awarded directly between DOER and the selected state entities.

For the solar PV repair and restoration projects, eligible costs include materials like PV panels, tracking systems, wiring, and inverters, as well as separate labor costs. For decarbonized system projects, eligible costs cover repairs or replacements of air-source heat pumps, solar thermal, and geothermal systems, including electrical connections, controls, piping, and other components. The grant cannot be used for preventive maintenance or extended warranties. Applicants can leverage additional internal or external funding sources, such as utility or Mass Save incentives, to supplement the grant request.

For solar projects, please proceed to Section A of this form below; for decarbonized system projects, proceed to Section B.
SECTION A: SOLAR PV REPAIR & RESTORATION
1. Existing System Information

Please describe the relative characteristics of the existing state-owned solar PV system including but not limited to PV type (ground, rooftop, canopy, etc.), system age, designed AC/DC capacity, and any previous repairs completed.

2. Repair/Restoration Need(s) Describe the system issue(s) for which funds are being requested and/or the rationale for preemptive replacement.

3. Proposed Project Solution Outline the proposed solution(s) that would leverage Restoration Grant funding, any internal/ external funding that will be applied to the project, and cost contaiment measures (e.g., design elements to reduce capital costs of the project).

4. Preventive Maintenance Describe the preventive maintenance measures or plans that are or will be put into place, including timeline(s).

5. If Applicable: Solar Panel Disposal or Recycling Plan IF solar panels are to be decommissioned and discarded as part of the project, provide information about how panel disposal will be managed pursuant to Massachusetts hazardous waste regulations (310 CMR 30.00); if reycling panels, please provide the relevant information about the grantee's intended plan. If this is not applicable for the project, please input N/A.

6. Estimated Project Cost Information
Grant funds can only be used for costs directly associated with the repair or replacement of critical components of existing, state-owned solar PV that will result in an increase in active solar PV capacity to the original or an increased production level. Eligible materials costs include but are not limited to PV panels, production tracking systems or monitoring equipment, wiring systems, mounting systems, and inverters. Grants may only be used toward labor costs that are separate from in-house staff (e.g., competitively procured vendors). Restoration Program funding may not be used for preventive maintenance plans or extended warranties.
