The presentation was hosted by the U.S. General Services Administration (GSA), Public Buildings Service on July 23, 2026, virtually via Google Meet, to brief interested firms on the upcoming construction opportunity at the Denver Federal Center in Lakewood, Colorado.

The Joint Cyber Facility project requires design and construction of approximately 23,688 square feet of combined office and support space, comprising 16,000 square feet of finished office workspace and 7,688 square feet of existing mechanical and electrical rooms. The finished space includes a reception area, offices, conference rooms, cubicles, pantry, server room, and video conference room. The scope of work encompasses demolition, architectural, mechanical, electrical, plumbing, fire protection, telecommunications, audio visual systems, security, equipment and furnishings, with all work required to meet ICD 705 accreditation requirements and standards. Construction will occur within an occupied facility, requiring coordination with active surrounding tenants. The Government will award a single design-bid-build contract to a general contractor responsible for overall project execution and management, with contract award anticipated by March 31, 2027. The period of performance for construction services is approximately eleven months, with an estimated contract value between $10,000,000 and $20,000,000. The presentation slide deck was attached to the federal contract opportunity posting to provide interested firms with an overview of the Government's vision and program objectives.

DENY

DETECT

DEFEAT

Nonproliferation

Pillar 1: Nonproliferation NNSA’s Office of Defense Nuclear Nonproliferation (DNN) is America’s shield against nuclear and radiological attack. DNN stops threats before they can reach the U.S. Homeland through a multi-layered defense:

Deny adversary access to weapons-usable material, technology, and expertise;

Detect nuclear proliferation and breakouts; and Defeat efforts by adversaries to attack or threaten the U.S. homeland with the world’s most dangerous weapons.

Stockpile reduced from 31,255 in 1960 to just 3,748 warheads in 2023 resulting in an 88% Reduction!

Nuclear Weapons Stockpile Stewardship Some of the nations nuclear weapons are 50+ years old and are continuously inspected and certified.

Predict, detect, and evaluate potential problems of the aging stockpile

Refurbish and re-manufacture weapons.

Maintain the science and engineering institutions needed to support the nation’s nuclear deterrent, now and in the future!

Pillar 2: Stockpile Stewardship The Stockpile Stewardship Program was established in response to the 1994 National Defense Authorization Act (Public Law 103-160) which requires, in the absence of nuclear testing, a program to:

support a focused, multifaceted program to increase the understanding of the enduring stockpile;

predict, detect, and evaluate potential problems of the aging stockpile;

refurbish and re-manufacture weapons and components, as required; and maintain the science and engineering institutions needed to support the nation’s nuclear deterrent, now and in the future.

As the civilian steward of the nation’s nuclear weapons complex, the NNSA is responsible for the safety and reliability of the nation’s nuclear arsenal. The DOD partners with the DOE in setting requirements and establishing production goals. A key challenge to the Stockpile Stewardship Program is to balance military weapon performance goals against civilian and military surety and safety concerns.

Powering the NAVY for 75 YEARS!

Naval Nuclear Propulsion Program

Pillar 3: Naval Propulsion

For more than 75 years, the U.S. Naval Nuclear Propulsion Program has powered maritime dominance -- harnessing the atom to safely, reliably, and affordably power a global fleet that enables unrivaled responsiveness, endurance, stealth, and warfighting capability. The U.S. Naval Nuclear Propulsion Program is a joint Department of Energy and Department of Navy organization overseeing all aspects of naval nuclear propulsion, including the design, development, and operational support required to provide a U.S. Navy fleet that dominates the maritime domain with unmatched power and propulsion.
