DOE-EM MSIPP FOA Application Q&A’s

Q1: Do subawardees need to use the same budget template for submission?

A1: For consistency, the subaward Excel budget justification workbook shall also include a tab for each year of the project, plus a summary tab that includes all years. However, the excel format type will not negatively impact the DOE evaluation.

Q2: Are "Current and Pending Support" documents required by all Senior/Key personnel at this time, or only if an award is made?

A2: Current and pending support documents are only required if you are selected for an award and there are changes in personnel from your original full application submission. Please include with your full application the resumes of the personnel you expect will work on a potential grant award. However, if selected for an award, you will have the opportunity to update any personnel resume’s etc., via current and pending support documents, before the award is made.

Q3: In the DOE Budget form, in tab “c. Travel” there is no column for conference registration (e.g., Waste Management conference). Can we modify the column, or are conference registration fees not allowed?

A3: You can modify the budget form as needed. Conference registration fees are an allowable cost under a potential Grant award.

Q4: Where should letters of support and/or letters of commitment from subaward institutions be included? If included as an Appendix (at the end of Technical Volume and Statement of Objectives), will they be counted against the 50-page limit?

A4: Please include letters of support/commitment under the “Other Attachment Files” section in Grants.gov, of which there is no page

September 15, 2023 limitation. If included with the Technical Volume they would be counted against the 50-page limit.

Q5: Can you confirm whether we need to attach quotes or other supporting documents to the budget justification, or whether we can specify the source in the description?

A5: Quotes and cost support documents are preferred for the budget justification. However, if you do not have that documentation, a description as to how the estimate was derived shall be included.

Q6: Should we combine prime and subrecipient resumes and budget narratives into one pdf? The list on page 19 of the guidelines suggests that we should at least combine the resumes, but page 23 indicates that we should upload a separate pdf for the lead organization resumes.

A6: The prime and subrecipient resumes and budget narratives can be combined or submitted separately. The DOE does not have a preference, nor will it negatively impact evaluation.
