Questions Received in Response to RFP #DoDCC-2024-R-0001 –Health Suite Featuring Optometry Plus Office Based Health Care and Retail, The
Pentagon dated November 8, 2024 – Amendment A001
The following questions and answers are incorporated in the RFP as set forth at length.
Q. Why did the previous optometrist leave the practice?
A. The optometrist retired.
Q. How much rent and at what percentage was the previous optometrist paying?
A. The DoDCC does not provide offerors with this information. Please refer to Section B.2., page 8 of 55 of the RFP. The successful offeror (Licensee) shall not be required to pay rent. In lieu of rent, the firm selected to operate the License Agreement shall be expected to remit each month to the DoDCC a percentage of sales in the form of a commission payment.
Q. What was the annual gross sales for this practice over the last 5 years?
A. The DoDCC does not provide offerors with this information. Detailed revenue information for the previous optometrist’s operation is considered proprietary. Please refer to Section A.1.h., page 4 of 55, of the RFP.
Q. Is it expected that the offeror will offer the required additional office based health care services under a subcontractor type relationship?
A. Yes. The DoDCC intends to award the License Agreement to one (1) firm to manage and operate a health suite featuring optometry plus at least one (1) office based health care concept and retail. Please refer to Section A.1.a., page 3 of 55, of the RFP.
Q. Please clarify how the commission proposal should be offered? For example, what type of revenue share is the DoDCC expecting regarding services and retail?
A. Please refer to Section M.c., “Evaluation and Award, Commission”, page 54 of 55 of the RFP. Commission proposals will be evaluated as a factor to determine acceptability and will be rated accordingly. Commission offers should be sufficiently detailed, as necessary, to prevent ambiguity or misinterpretation. The DoDCC may negotiate the proposed fee based on the needs of the Government, but offerors should propose its best commission proposal as part of its submission, as the award will be based on the best value to the DoDCC as stated in Section M.a., “Evaluation and Award”, page 53 of 55, of the RFP.
Q. Section A.1.d., page 3 of 55 of the RFP, states an anticipated opening date of March 2025. Is this date an important part of the proposal submission (e.g., is meeting this timeline award focused?)
A. Please see Section 7.d. of Amendment A001 to which this document is incorporated that amends the language in Section A.1.d., page 3 of 55, of the RFP to state that the DoDCC’s goal is to award the License Agreement in March 2025. The DoDCC anticipates an opening date no later than August 2025. However, this date is subject to change, dependent upon the level of construction to the space proposed by the successful offeror (Licensee).
Q. How will our proposed staff be vetted for access to work in the Pentagon?
A. Please refer to Section C. 6.b., “Passes”, pages 18 – 19 of 55, of the RFP. Badging is coordinated through the DoDCC’s office. There is typically no cost for the background checks required for employees to be cleared and badged for working in the Pentagon.
Q. What level of construction and documentation is required to be submitted as part of the proposal?
A. Please refer to Section L.(5), “Concept/Artist Rendition/Layout”, page 49 of 55, of the RFP as amended in Item 7.f. of Amendment A001 to which this document is incorporated. For proposal submission, offerors shall provide detailed information/schematic drawings to depict, in as much detail as possible, the proposed layout/utilization of space for the proposed operations.
Q. What is the method of transportation for employees to use for coming in to work in the Pentagon?
A. Please refer to Section 6.e., “Parking Permits”, page 19 of 55, of the RFP. Parking permits will be provided if they are available. As such, employees will need to use other modes of transportation such as rail, metro, carpool, etc., as a means of getting to work.
Q. What building code requirements are utilized for any construction proposed?
A. Please refer to Section C.3.p., pages 14 – 15 of 55, of the RFP. The Licensee must comply with the WHS Building Code, the WHS Building Code Adoption Memo, the WHS Fire Regulations Adoption Memo, the WHS Fire Regulations and the WHSBC Proposed Code Changes provided as Attachments 5, 6, 7, 8 and 9 of the RFP.
Q. Are we responsible for maintenance of the HVAC system or fire suppression/sprinkler system?
A. No. Please refer to Section C.3.t.(4), page 15 of 55, of the RFP. The building maintains both the HVAC and fire suppression/sprinkler systems.
