Amendment A001 Questions & Answers for #DoDCC-2018-R-0002 – Fresh Fruit/Fresh Produce Delivery Service Concession, The Pentagon dated June 6, 2018
The following questions and answers are incorporated in the RFP as of set forth at length.
Q. Can you define what a rover space is (p. 13 of RFP)?
A. The DoDCC operates five (5) rover spaces located on the Pentagon Concourse.
Rovers are awarded licenses each calendar year and are scheduled to come into the Pentagon for one (1) to two (2) week periods throughout the calendar year to sell various items (e.g., advertise banking services, jewelry, art, clothing, etc.). The rover spaces are used for the DoDCC to offer various additional retail items for its Pentagon customers that complement but do not compete directly with the DoDCC’s long term retail concessionaires. Occasionally, the DoDCC’s retail concessionaires schedule and utilize rover spaces for promotional purposes or to sell clearance items, etc. Rover spaces are scheduled and occupied at the DoDCC’s sole discretion.
Q. Can we review how will fruit be transferred to SPVs?
A. The successful offeror (Licensee) will need to provide the necessary transport equipment to transfer its products to Government-owned SPVs. SPVs are utilized in transporting products from the loading dock. SPVs are not permitted to be used in the corridors or hallways of the Pentagon. The Government also cannot guarantee that an SPV will be available when needed by the offeror. The DoDCC’s current bottled water service concessionaires and bottled soda vending partners use electric pallet jacks, purchased and maintained by each company, that are used to transport product from the loading dock. Each then uses a dolly or hand cart (company provided) in the hallways of the Pentagon to fill and deliver product. It is up to each offeror to determine the way it will propose to deliver its products from the loading dock to ultimate destination.
Q. Would like to confirm can we use (and have guaranteed access to each delivery day) SPVs on site and how the electric vehicle access would work. Is this free to us?
Would we have access to the same Pentagon SPV each delivery day?
A. The DoDCC cannot guarantee use of DoDCC owned SPVs for deliveries. There may be DoDCC owned SPVs available for the successful offeror’s (Licensee’s) use, but use is subject to availability. If the Licensee is able to use DoDCC owned SPVs, they will be available free of charge. The DoDCC recommends the successful offeror (Licensee) rent or purchase SPVs for use in the Pentagon. Purchased or leased SPVs (properly licensed, maintained and insured by the Licensee) will be subject to the same requirements all other SPVs operating in the Pentagon must comply with, including annual inspections, etc. These can be charged, free of charge, using any of the outlets along A&E Drive. The details regarding SPVs will be further defined after License Agreement award with the successful offeror (Licensee).
Q. Page 15 of the RFP states “no parking for anything larger than panel van”. We may need a larger vehicle as the sales grow. Will we be able to have flexibility with type of delivery vehicle?
A. Yes. Vehicles larger than panel vans will be directed to be parked in Lane 63 of Pentagon North parking. All vehicles to be parked must be cleared to park through the DoDCC office. The details regarding parking clearances will be discussed with the successful offeror (License) after License Agreement award.
Q. Is there a limit to the number of delivery personnel on the Pentagon site?
A. No. No specific maximum is currently set, but security procedures may change.
Q. Can “driver helpers” arrive on site separately from driver (page 15 of RFP)?
A. Yes.
Q. Can driver/courier be blended role? Can driver also exit and assist with delivery?
A. Yes, once the truck is moved away from the RDF and parked in authorized parking areas.
Q. Clarifying page 20 of the RFP, “Additional Sites/Locations”. Would there be a separate RFP process for any additional sites? Would we have to enter open bidding process again?
A. No. As stated in Section H.1.c, “Additional Sites/Locations”, page 20 of the RFP, additional sites or locations will be added by contract modification upon mutual agreement of the DoDCC and the Licensee.
Q. On page 4 of 40 of the RFP, does the use of the word “taxes” in this definition mean the taxes charges to the customer which are to be paid to the State of Virginia in the form of a sales tax, or do you mean the taxes owed to both State and Federal on behalf of the entire concession operation to include payroll taxes, sales taxes, unemployment insurance, health care insurance, etc.?
A. The use of taxes in this definition refers to sales tax. Please refer to Section B.3., “Taxes”, page 7 of 40 of the RFP.
Q. On page 10 of 40 of the RFP, Section C.5d., is the business license in Virginia required from the offeror at the time of award or prior to the issuance of the notice to proceed (NTP)?
A. Please refer to Section 7.a. of Amendment A001 which deletes this clause. An annual business license issued by Arlington County will not be a requirement under the awarded License Agreement.
Q. On page 12 of 40 of the RFP, Section C.6.e., are there any specific uniform colors not allowed by Licensee staff?
A. No. However, as stated in this clause, uniform styles shall be subject to the approval of the Contracting Officer, and uniform samples are to be included as part of proposal submissions.
Q. On page 8 of 40 of the RFP, Section C.2., and page 10 of 40 of the RFP, Section C.4.a., are there any specific website requirements?
A. No.
Q. Are there any height/length/weight class restrictions for the delivery vehicle to be taken into consideration for the delivery of the produce to the RDF?
A. No. Please refer to Section C.14., pages 15 – 16 of 40, of the RFP. Eighteen (18) wheelers routinely deliver to the Pentagon, and the RDF can accommodate them.
Q. For Section M., “Evaluation Factors for Award”, pages 39 – 40 of 40 of the RFP, what is the rating criteria? The evaluation factors are included but not the rating criteria.
A. The DoDCC cannot disclose this information as it is source selection sensitive. As stated in this section of the RFP, the DoDCC intends to award a License Agreement to the successful offeror (Licensee) that provides the best value to the DoDCC, based on the best combination of technical merit and commission.
