Pyramid Peak Water Treatment Plant Improvements
Construction Manager At Risk Services
Project No. 252602 (Bid No. 42700019)
INTRODUCTION
The City of Glendale (City) is seeking a qualified construction manager/general contractor to provide design phase assistance and construction services as the Construction Manager at Risk (CMAR) for improvements to the City’s Pyramid Peak Water Treatment Plant (PPWTP) treatment processes, and critical treatment plant components and facilities. The PPWTP is located at 28101 N. 63rd Avenue, Phoenix, AZ. The current budget for this project is approximately $15M, which includes the cost for the design, construction, and all other associated costs. This project may be completed in phases with multiple guaranteed maximum price (GMP) contracts.
All qualified firms interested in providing the required services are invited to submit their qualifications to this Request of Qualifications (RFQ). All submittals must comply with the requirements specified in this RFQ.
SECTION I – PROJECT DESCRIPTION
The PPWTP is a conventional water treatment facility that treats Central Arizona Project (CAP) water and has a current reliable capacity of 54 million gallons per day (mgd). The plant is a City of Glendale facility, located in the City of Phoenix and under their jurisdiction, with the City of Peoria (Peoria) as a forty-four (44) percent partner.
The PPWTP was originally commissioned in 1986, with a rated capacity of 10-mgd. Since then, the plant has undergone three major expansions, the first in 1996, the second in 2007, and the third in 2023, which increased the reliable capacity from 39-mgd to 54-mgd. The additional 15-mgd expansion was part of Peoria’s CAP allocation and exclusively serves the City of Peoria.
The 2023 expansion was the last major capital project that included major improvements on critical plant systems to provide higher levels of resiliency and redundancy. Some of the improvements included a 15-mgd capacity expansion and treatment train, filter media replacement, chlorine dioxide installation, and extensive improvements to electrical and disinfection systems, the control room, and various other plant improvements.
The City also completed an Integrated Water Master Plan (IWMP) in 2022, to help normalize future plant improvement expenditures, as well as minimize the long construction phases required for catch-up rehabilitation efforts. The IWMP recommended regular plant assessments every five years. The assessments will be used to identify process repairs and to prioritize improvements.
There is approximately $15M allocated over the next five years for repairs and improvements to the PPWTP that will be associated with this project. This project could be completed in phases with multiple GMP contracts over the next few years. However, it is the City’s intent to commence all construction within thirty months after execution of the contract for preconstruction services.
SECTION II - SCOPE OF WORK
The selected CMAR will provide pre-construction management services during the design phases of the project and may serve as the general contractor during construction of the project, if it is determined to be in the City’s best interest. The City has entered into a contract agreement with a professional engineering firm (Consultant) to evaluate the treatment processes and critical treatment components and make recommendations for prioritized plant improvements and operational procedures.
The evaluation phase is nearly complete, with the design phase scheduled to begin August 2026. Some of the items that the evaluation has identified include, but are not limited to, the following:
Lagoons 1 through 4 Liner Replacement: Removal of existing liner and addition of new liner for Lagoons 1 through 4. As part of the new liner addition a small berm will be incorporated around the perimeter of the lagoons to prevent water runoff from entering.
Raw Water Loop Controllers / SCADA Control at Headworks: Replacement of two existing Venturi style flow meters with MAG flow meters and replacement of one existing valve, two EIM actuators with a 30" butterfly valve and AUMA actuators. Included with this work is the replacement of raw water loop controllers with SCADA Control.
Flow Meter addition on the Dewatering Line from Lagoons to Headworks: Addition of MAG flow meter on the HDPE dewatering line that goes to the headworks.
Flow Meter Replacement for Filters: Replacement of 14 valves, 14 flow meters and 14 actuators and associated loop controllers with SCADA controls for filter cell 1 through 14. Also included are the replacement of 5 loop controllers with SCADA controls for filter cells 15-19 and the replacement of two loop controllers with SCADA controls for backwash.
Chemical Pipe Trenches: Locate direct buried chemical piping leading from the administration building to the raw water inlet vault. Install new 3-ft wide chemical pipe trenches and remove and replace 1,100 linear feet of existing chemical piping.
Clearwell Sampling 1 and 2: Minor piping revisions related to finished water clear well sampling that includes switching piping related to sample pumps.
Motor Control Center (MCC) replacement: Replacement of two existing MCCs. New MCCs will include the addition of a canopy, and new conduit and conductor revisions to support the new MCC location.
Working closely with the City and Consultant, the CMAR will be an integral part of the design team during the design phase of this project. The CMAR begins with the firm in an agency support role for pre-construction services. Based on the CMAR’s knowledge and experience with similar projects, the CMAR will make recommendations on constructability, value engineering, and costs of the proposed improvements. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract.
The CMAR will be responsible for construction means and methods. The CMAR may self-perform the work but will be required to demonstrate that their cost proposal for all self-performed work is competitive with the industry. Any work not self-performed the CMAR will be required to solicit a minimum of three bids from pre-qualified subcontractors, using the CMAR’s established subcontractor selection plan.
The following information is a general description of the scope of work that the CMAR may be required to perform.
The services listed in this scope of work may include, but are not limited to, the following:
1. CMAR Design Phase Services:
