About this file
This Request for Qualifications (RFQ) is issued by Delta County, Texas, soliciting Statements of Qualifications from licensed professional engineering firms to provide basic engineering and schematic design services for the installation of permanent backup power generators at seven critical facility locations throughout the county. The project encompasses the design and engineering support for three 45-kilowatt propane generators and four 24-kilowatt propane generators at specified sites including fire departments, the county jail, and the county civic center. The engineering scope includes site assessments, electrical design for generator connections and automatic transfer switches, mechanical and site design for generator placement and propane connections, schematic design drawings, and identification of applicable codes and standards (NEC, NFPA 37/110, IBC, and local requirements). Sealed Statements of Qualifications must be received by 12:00 p.m. CST on Thursday, September 24, 2026, at the County/District Clerk's Office in Cooper, Texas. Submissions will be opened and reviewed on Friday, September 25, 2026, at 1:00 p.m. CST, and qualifications will be evaluated for selection at the October 13, 2026, Commissioners' Court meeting. The contract scope explicitly excludes full construction administration, equipment procurement, physical installation, and startup/commissioning services, which will be procured separately through a subsequent turnkey installation solicitation.
Selection will be made under Texas Government Code Chapter 2254 on the basis of demonstrated competence and qualifications rather than competitive bidding, with evaluation factors including demonstrated competence and experience with permanent standby generators, qualifications of personnel holding Texas Professional Engineer licenses, past performance and references, experience with FEMA-funded projects, and capacity to meet the County's schedule. Price and cost of services are not evaluation criteria; fee and contract terms will be negotiated only after the most highly qualified firm is selected. The project is funded in part through the Federal Emergency Management Agency's Hazard Mitigation Grant Program and is subject to all applicable Federal, state, and local laws, statutes, and regulations governing such awards and Federal grant compliance requirements. Delta County reserves the right to negotiate with all qualified firms, request clarifications, conduct interviews, check references, reject any or all submissions, and end negotiations with the highest-ranked firm if a satisfactory contract cannot be reached, proceeding sequentially through qualified candidates until an agreement is achieved.

RFQ NUMBER: 2026-02
PROFESSIONAL ENGINEERING SERVICES
DELTA COUNTY CRITICAL FACILITY BACKUP POWER GENERATORS
Delta County is soliciting Statements of Qualifications from licensed professional engineering firms to provide basic engineering services, consisting of the design and schematic design of the basic engineering required for the turnkey installation of permanent backup power generators at various critical facility locations in Delta County, Texas. The installation contemplated includes three (3) permanent 45kW propane generators and four (4) permanent 24kW propane generators at the County’s identified critical facility sites.
This project is funded in part through the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) and is subject to all applicable Federal, state, and local laws, statutes, and regulations governing such awards.
This RFQ is issued in accordance with Chapter 2254, Texas Government Code (Professional and Consulting Services), under which professional engineering services must be procured on the basis of demonstrated competence and qualifications, and for a fair and reasonable price, rather than on the basis of competitive bidding. Price is not a selection criterion for the qualifications-based selection of an engineer.
1. Basic Scope of Engineering Services
The County intends to keep the engineering scope of work limited to the most basic need to satisfy statutory compliance and to enable a subsequent turnkey installation. The selected engineer shall provide the following basic and schematic design services for each identified site:
1. Site assessment and field verification of each generator location, including verification of existing electrical service, available space, fuel (propane) source location, and code-required clearances.
2. Basic electrical engineering design for the alteration of the building’s electrical wiring necessary to connect the permanent generator, including the automatic transfer switch (ATS), generator sizing confirmation (45kW or 24kW as identified), and one-line/schematic diagrams.
3. Basic mechanical and site design associated with generator placement, mounting pad, propane connection points, and code-required setbacks and ventilation.
4. Schematic design drawings and sealed engineering documents sufficient to define the work, support permitting, and serve as the basis for a turnkey installation solicitation (design, engineering, procurement, installation, testing, startup, and final inspection).
5. Identification of applicable codes and standards (NEC, NFPA 37/110, IBC, and local requirements) and confirmation that the design satisfies them.
Excluded from this RFQ: full construction-administration services, procurement of equipment, physical installation, and startup/commissioning are not part of this basic engineering scope and will be procured separately as part of the turnkey installation.
2. Project Locations
Generators are to be installed at the following critical facility locations in Delta County, Texas.
The generator assignment for each site is identified below. A more detailed site list and any available site documentation may be obtained from the Emergency Management Coordinator at the address provided in this RFQ.

3. Statement of Qualifications Requirements
Each responding firm shall submit a Statement of Qualifications addressing, at a minimum, the following:
• Firm name, address, contact information, and Texas Board of Professional Engineers and Land Surveyors (TBPELS) registration number.

• Relevant experience with FEMA-funded or other federally funded projects and familiarity with applicable Federal grant compliance requirements.
• References for comparable completed projects, including contact information.
• Current workload and ability to meet the County’s schedule.
4. Selection Process
Selection will be made in accordance with Chapter 2254, Government Code, on the basis of demonstrated competence and qualifications. The County will select the most highly qualified provider of engineering services and will then attempt to negotiate a contract at a fair and reasonable price. If a satisfactory contract cannot be negotiated with the most highly qualified firm, the County will end negotiations with that firm and proceed to the next most qualified firm in sequence until a contract is reached.
5. Criteria for Evaluating Responses
An evaluation committee designated by the County will review and score each responsive Statement of Qualifications using the qualifications-based criteria set forth below. Consistent with Chapter 2254, Government Code, price and cost of services are not evaluation criteria and shall not be considered in ranking firms. Fee and contract terms will be negotiated only after the most highly qualified firm has been selected. Each factor will be scored, weighted as shown, and totaled to establish a ranking of firms.
