STATEMENT OF WORK
Dockets Operations
1. INTRODUCTION
The Office of the Assistant Secretary for Administration serves as the administrative support workgroup for the Office of the Secretary of Transportation. Within this organization, Dockets Operations (DOC) provides critical adjudicatory and rulemaking support to all Operating Administrations (OAs) within the U.S. Department of Transportation (DOT) and the Department of Homeland Security’s Transportation Security Administration. These services are essential for providing access to information resources for agency staff, program contractors, other agencies, and the public. As the central clearinghouse for the DOT’s legal and regulatory records, DOC ensures that the lifecycle of every rule, notice, adjudication, and action disclosure is documented, preserved, and accessible.
The DOT is a federal E-Rulemaking partner agency. DOC utilizes the government-wide, image-based, electronic docket management system known as the Federal Docket Management System (FDMS), which serves as a central electronic repository for all Federal rulemaking dockets, including Federal Register notices, adjudication proceedings, supporting materials such as scientific or economic analyses, and public comments, as well as non-rulemaking dockets.
2. OBJECTIVE
The primary objective of this contract is to support the transformation of DOC into "The Program Model" for the federal government by leveraging Artificial Intelligence (AI) and Human Contextual Interpretation to improve efficiency, optimize rapid responses, streamline processes, maximize digital transparency, and support data-driven decision-making, all to better serve the public. To enhance the management of legal records, DOC will move toward automated data extraction and predictive analysis to provide real-time trend analysis to support customer decision-making, effective at the beginning of FY2027. The Contractor shall provide high-level expertise to analyze, control, and track litigation while delivering technical work products that exceed standards for schedule, functionality, and data integrity.
