About this file

This Invitation for Bid (IFB) document, issued by the State of Missouri Department of Corrections, solicits bids for semi-truck and trailer maintenance, repair, and parts services for the Eastern Region Commodity Warehouse. The procurement seeks hourly labor rates for five service categories: in-shop repair, mobile repair during standard hours, mobile repair during after-hours (5 p.m. to 7 a.m. CT), emergency mobile repair during standard hours, and emergency mobile repair during after-hours. Additionally, vendors must propose a firm, fixed percentage markup to be applied to manufacturer's suggested retail prices for miscellaneous parts and supplies. The solicitation was issued on March 26, 2026, with bids due by 2:00 p.m. Central Time on Thursday, April 23, 2026. No pre-bid conference, facility tour, or specific award date is noted in the document. The contract period extends one year from the date of award, with two renewal option periods. All pricing must be submitted as firm and fixed for the contract duration, including renewal periods, with vendors required to propose pricing for both renewal options or face the possibility of contract renewal at the original bid prices.

Vendors must submit all pricing as firm, fixed hourly rates and percentage markups with no "TBD" responses or administrative fees permitted. The pricing structure includes all diagnostics, maintenance, repair, and parts costs on an FOB Destination, Freight Prepaid and Allowed basis, covering all counties within the Eastern Region. Bids must be submitted electronically through MissouriBUYS at https://missouribuys.mo.gov. Procurement Officer Craig Lee serves as the buyer of record and can be reached at (573) 526-0591 or craig.lee@doc.mo.gov. The solicitation uses multiattribute scoring for evaluation, and responses will be sealed with no indicator displayed. No specific funding amount, set-asides, or incumbent information is provided in this document.
