About this file
This document is a Notice of Intent to Purchase a Proprietary Product or Service published by the Commonwealth of Massachusetts Division of Banks (DOB). The DOB intends to purchase CRA Wiz and FL Wiz solutions from Wolters Kluwer, which are proprietary products used by DOB examiners to analyze lending activity and ensure compliance with Community Reinvestment Act (CRA) and fair lending regulations. The DOB is publishing this notice to determine if there are any other interested and qualified vendors that can provide the same or equivalent proprietary products or services that meet the DOB's requirements. Interested vendors must submit documentation by September 19, 2024 demonstrating their qualifications. After the posting deadline, the DOB will review all responses and determine whether to withdraw the notice and not accept Wolters Kluwer's offer, or to accept the offer.
The notice states that Wolters Kluwer is the recognized leader in CRA compliance solutions and that the CRA Wiz and FL Wiz products are not available from reseller companies or on any statewide contracts. The DOB is utilizing this due diligence posting process to ensure an open, fair, and competitive procurement. There are no details provided on pricing, set asides, incumbent vendors, funding sources, or contract term and renewal options.

COMMONWEALTH OF MASSACHUSETTS DIVISION OF BANKS
Due Diligence Posting of Notice of Intent to Purchase a Proprietary Product
The Division of Banks (“DOB”) of the Commonwealth of Massachusetts announces its intent to Purchase a Proprietary Product or Service pursuant to the Commonwealth’s Due Diligence Posting policy, to accept the following from Wolters Kluwer (“Offeror”), pending the results of this Notice of Intent (“Notice”):
Description
DOB Consumer Protection Examiners use the CRA Wiz and FL Wiz solutions to upload and analyze the lending activity in banks, credit unions, and certain mortgage lenders. Wiz is used to generate reports used in the review and final examination report.
The DOB is posting this Notice rather than conducting a full procurement due to the fact Wolters Kluwer is a fully proprietary service that is not available from reseller companies, there is no comparable services available on any statewide contract & Wolters Kluwer itself is not named on any statewide contract provided by OSD. The DOB is utilizing this Due Diligence Posting to ensure that the process is open, fair and competitive.
Wolters Kluwer is the recognized leader in Community Reinvestment Act compliance for over 25 years, with Wiz products used throughout the industry and by regulators.
CRA Wiz includes compliance-grade geocoding, editing, assessment area delineation and all the necessary tools to check compliance with Community Reinvestment Act (CRA) reporting requirements.
Fair Lending Wiz is a complete fair lending management solution that analyzes, verifies, and documents an institution’s compliance with all fair lending regulations. The solution delivers robust analyses that allow easy identification of potential risks in order for a lending institution to remedy unfair lending practices.
Determination of Other Interested Vendors
