About this file
This is a Request for Proposal (RFP) issued by the State of Michigan Department of Natural Resources for the design, build, and delivery of one pre-engineered, elevated free span boardwalk constructed of fiber reinforced polymer (FRP). The boardwalk must be delivered as an unassembled kit with detailed assembly instructions, designed for a 44-foot clear span and 4-foot interior width, with handrails ranging from 42 to 47 inches in height. The structure must accommodate an 85 psf live load, 120 psf snow load, and 25 psf wind load, include safety mid-rails per ADA specifications, and incorporate A307 hot-dipped galvanized steel hardware in a standard color (Olive green acceptable). All components must be lightweight, maintenance-free, person-portable, and easily assembled on-site due to the inaccessible location in Champion, Michigan. The vendor must provide professional engineer-stamped drawings from a Michigan-licensed engineer and include shipping to 851 County Road AKE, Champion, MI 49814. Bids were due Wednesday, August 26, 2020, at 3:00 p.m. Eastern Time.
The project addresses the replacement of two deteriorated timber bridges that have exceeded their service life and resulted in closure of a 1.5-mile segment of the North Country Trail/Iron Belle Trail between Ottawa National Forest's McCormick Tract Wilderness Area and Craig Lake State Park. The decking, specified as 3-inch by 12-inch southern yellow pine, and timber crib abutments will be provided by the DNR and constructed by DNR staff in accordance with United States Forest Service design guidelines. The second boardwalk replacement is being funded through a private Iron Belle Trail grant received by the North Country Trail Association. No specific pricing terms, set-asides, or incumbent information is detailed in this specification document.

STATE OF MICHIGAN
Dept. of Natural Resources North Country Trail Boardwalk Specifications
RFP: 200000002227
Bids Due: Wednesday, August 26, 2020 at 3:00 p.m., Eastern Time Description:
Design, build, and deliver one (1) pre-engineered, elevated free span boardwalk; constructed of fiber reinforced polymer (FRP), including delivery/freight. The existing timber bridge to be replaced with the free span boardwalk is located in an area inaccessible to large equipment, therefore, the proposed boardwalk must be delivered in pieces (as a kit) and be able to be transported to the site and assembled on-site. All pieces must be lightweight, maintenance-free, person portable, and easy to assemble and erect. The free span boardwalk must arrive unassembled and with detailed instructions for assembly. The boardwalk shall have a clear span of 44’-0”, shall be 4’-0” wide (inside dimension), and shall have a 42” minimum and a 47” maximum handrail extending the entire length of the boardwalk. The boardwalk needs to be able to carry an 85 psf live load, a 120 psf snow load, and a 25 psf wind load. The boardwalk shall include straight ends and include a standard top cap with solid color paint coatings. The boardwalk shall include safety mid-rails (per ADA specifications, 3-3/4” maximum spacing), include a Standard A307 hot-dipped galvanized steel hardware kit, be a standard color (Olive green is acceptable), and have a standard dead load camber design.
The boardwalk bid shall include drawing submittals stamped by a Professional Engineer licensed in the State of Michigan. The vendor shall include shipping of the boardwalk kit to 851 County Road AKE, Champion, MI 49814.
Decking is proposed as 3”x12” southern yellow pine and will be provided by the Michigan Department of Natural Resources and is not requested as part of the bid.
Background:
To replace a deteriorated bridge that has exceeded its service life. The North Country Trail / Iron Belle Trail crosses two pedestrian bridges over separate branches of the Pesheekee River. One bridge has completely failed (collapsed) due to the deterioration of its components. This bridge is proposed to be replaced with a free span boardwalk by the Michigan Department of Natural Resources. The second bridge has deteriorated to the point of requiring closure, as both the beams and its decking are severely deteriorated. This second bridge has also been closed to the public. The second bridge is proposed to be replaced with a free span boardwalk by the North Country Trail Association. They have received a private Iron Belle Trail grant for purchasing an equivalent free span boardwalk. These two deteriorated bridges require a trail closure of a 1.5-mile-long segment of the North Country Trail / Iron Belle Trail between the Ottawa National Forest’s McCormick Tract Wilderness Area and Craig Lake State Park. The existing bridges are of unknown age and are constructed of wood and cable timber materials. Proposed Solution: replace both bridges at Craig Lake State Park with free span boardwalks.
Both boardwalk kits are proposed to be constructed by DNR staff. The boardwalk will be constructed on Timber Crib abutments with materials furnished by the DNR. Timber crib abutments will be constructed in accordance with the United States Forest Service’s Design guide for a Timber Crib abutment.
