Enclosure 2

STATEMENT OF WORK

1.0 GENERAL

1.1 Scope of Work

The contractor shall review, evaluate, analyze, and report to the Defense Nuclear Facilities Safety Board (Board) on federal quality assurance oversight, the quality assurance program of DOE contractors, quality assurance qualification of federal and contractor personnel, and the implementation of quality assurance policies, standards and procedures. For this Statement of Work (SOW), quality assurance (QA) is broadly defined to include traditional quality assurance activities, commercial grade dedication efforts, and suspect/counterfeit items activities. All contractor work shall be specified by work orders issued by the Contracting Officer (CO) or the Contracting Officer’s Technical Representative (COTR).

1.2 Background

The Defense Nuclear Facilities Safety Board (Board) is an independent Federal agency with its Headquarters at 625 Indiana Avenue, NW, Suite 700, Washington, D.C. 20004. Congress established the Board to provide independent safety oversight of the defense nuclear complex operated by the Department of Energy (DOE) and to assure that the activities of the complex are carried out in a manner that provides adequate protection for the public, workers, and the environment. The President appoints the Board Chairperson and four Board members. In order to carry out this oversight responsibility, the Board is seeking a quality assurance outside expert with work experience related to the review, analysis, and management of quality assurance processes, programs and procedures for defense nuclear facilities.

1.3 Contractor Personnel Requirements

The Contractor must have an expert understanding of nuclear quality assurance processes, programs, and procedures. The Contractor must be degreed in physical science, engineering, or mathematics and preferably an advanced degree in one of these disciplines. The successful Contractor shall have at least 15 years of quality assurance experience within the nuclear industry in addition to academic experience. Certification(s) in the quality assurance field is (are) required. A professional engineer license is desired. The Contractor must demonstrate exceptional oral and written communications skills and be proficient in MS Office® products, MS Word, MS Outlook, MS EXCEL, MS PowerPoint, MS Visio, and MS Project. The Contractor must demonstrate an in depth knowledge and the application of a consensus, national/international quality assurance standard currently used in DOE defense nuclear facilities. The Contractor must be U.S. Citizen and possess a DOE "Q" level clearance or be able to attain a DOE "Q" level clearance within 6 months of contract award. The Contractor is required to submit a financial disclosure statement (OGE-278) and the successful Contractor is subject to drug testing and random drug screening. The successful Contractor is expected to make occasional domestic travel, nominally two, one week long trips in a quarter. No overseas travel is anticipated. No relocation is authorized.

2.0 GOVERNMENT FURNISHED PROPERTY/INFORMATION/DATA/SERVICES

No Government furnished property is provided under this contract. Government furnished information and/or data necessary to perform tasks under this contract will be specified and provided with all work orders. No other Government furnished services will be provided.

3.0 CONTRACTOR FURNISHED ITEMS

The contractor shall furnish all facilities, equipment, and material necessary to perform the work described in this SOW except those items cited in paragraph 2.0 above.

4.0 WORK REQUIREMENTS

4.1 Contractor Technical Support Services

The Contractor shall provide technical support services as the Board requests from time to time through issuance of work orders, in the following areas of the Board's responsibility pursuant to Chapter 21 of the Atomic Energy Act of 1954, as amended. The effort under this task shall generally be the review, evaluation, advising, and reporting to the Board on the following areas:

1. Assessments of the adequacy of the training, qualification, and quantity of federal personnel in QA-related areas to ensure public health, worker safety, and the environment are adequately protected.

2. Assessments of the adequacy of the federal oversight of construction, operation and maintenance of DOE defense nuclear facilities in QA-related areas to ensure public health, worker safety, and the environment are adequately protected.

3. Evaluations of the adequacy of the DOE directives, in effect and under revision, governing the QA for construction, operation, maintenance, and technical support of DOE defense nuclear facilities to ensure public health, worker safety, and the environment are adequately protected.

4. Assessments of the adequacy of the training, qualification, quantity of DOE contractor and subcontractor personnel in QA-related areas to ensure public health, worker safety, and the environment are adequately protected.

5. Assessments the performance of QA-related activities in the construction, operation and maintenance of DOE defense nuclear facilities to meet QA requirements and to ensure public health, worker safety, and the environment are adequately protected.

6. Evaluate DOE contractors’ QA-related policies, standards, and procedures in effect governing the construction, operation, maintenance, and technical support of DOE defense nuclear facilities to ensure public health, worker safety, and the environment are adequately protected.

4.2 Contractor QA Project Support

The Contractor shall provide QA project support as the Board requests from time to time through issuance of work orders, in the following areas of the Board's responsibility pursuant to Chapter 21 of the Atomic Energy Act of 1954, as amended. The effort under this task shall generally be reviewing, evaluating, advising, and reporting to the Board on:

1. The QA specific project reviews and project reviews with QA components for the construction and operation of DOE defense nuclear facilities to ensure public health, worker safety, and the environment are adequately protected.

2. The participation in regularly scheduled QA-related DOE meetings and conference calls:

a. Quality Council Meetings/teleconferences

b. EM Corporate Board Meetings/teleconferences

c. NNSA Biweekly QA Meeting/teleconferences

d. Meetings/teleconferences concerning the revision of DOE QA-related directives

4.3 Contractor Work Products

The advising and reporting described under the SOW, for the review, evaluation, and/or analysis performed by the Contractor of items defined therein, may be in the form of a memorandum, letter, report, or briefing charts, and provided to the Board via the COTR. The submission may be an interim, draft or final report, briefing, letter, or memorandum, as requested by the Board via the COTR, and may be supplemented by verbal briefings and/or supporting written submittals. Within these documents, the Contractor shall include, as appropriate, a discussion of the work performed, the technical basis of conclusions reached, the conclusions themselves, and the Contractor's opinion on resolution of issues. The Contractor should be aware that these documents, or any individual report, may be used by the Board as a basis for interactions with the DOE. During the course of any work order, the Contractor shall provide interim documents as requested, and in accordance with the work order.
