About this file
This is a Determination & Findings document justifying a single-source procurement action for four (4) Champion Aerospace 28VS50Y-30 Packed Power Supplies to support the F-16 FINS project. The procurement is authorized under RFO 11.204(a)(2)(ii) (Brand Name) based on findings that the particular brand name and product are essential to the Government's requirements, and market research indicates other companies' similar products do not meet the agency's needs.
The findings establish that the requirement is highly specialized, requiring an exact form, fit, and function (F3) replacement for the legacy F-16 CANIS/FINS system. The Champion Aerospace 28VS50Y-30 is the only manufacturer producing a commercial off-the-shelf product meeting strict physical constraints (9.5" x 4.6" x 4.2"), military interface specifications (MS27472E16B8P receptacle), and MIL-C-7115F compliance without requiring cost-prohibitive modifications. Market research conducted between May 1–31, 2026, and a Request for Information via NASA SEWP V GWAC yielded zero responses from 35 contract holders. Technical evaluations of alternative vendors (Acopian and Vicor) confirmed they cannot meet form factor and connector requirements. While Avionic Instruments offers a physically similar product, it operates at 87% efficiency (versus the target's >82.5%) and weighs 6.90 lbs more than the target unit, making it unsuitable. The F-16 closed architecture and five integration phases—including hardware procurement, reconfiguration, software updates, platform porting, and verification—would incur duplicative costs of $1.2M per airframe if alternative solutions were pursued. The Champion unit's passive control design maximizes reliability, delivers clean power (0.5Vpk-pk ripple), handles 500% overloads for 7 seconds, and weighs only 6.65 lbs, directly lowering life-cycle costs and improving aircraft mission-readiness. The determination was signed by Wendell W. Brown Jr., Contracting Officer, on August 11, 2026.
