About this file

This is a Determination & Findings (D&F) document justifying a sole-source procurement for the U.S. Army Combat Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL).

The procurement covers one upgrade to an existing MACCOR 4000H-48 battery testing system, specifically outfitting 48 additional pre-wired channels and thermocouple inputs to the existing cabinet. The proposed contractor is MACCOR, Inc., a small business located in Tulsa, Oklahoma (UEI: LJ79RXRGJGU3; CAGE: 0R0D5). The contracting officer, Shanna Dellinger, signed the document on July 20, 2026. The estimated total value is redacted. The statutory authority for this sole-source procurement is 41 USC 1901(e), implemented by FAR 12.102(a), based on compatibility with existing systems where only one responsible source exists.

The justification centers on compatibility requirements: the channels must have a current range of -25 to 25A with 0.025% accuracy and voltage measurement range of 0 to 5V with 0.02% accuracy. MACCOR is the only manufacturer offering a system compatible with ARL's existing test procedure files, existing hardware interfaces, and Associated Environmental Systems chambers used at the facility. Market research conducted by ARL personnel, including consultation with GSA resources and internal government subject matter experts, confirmed that MACCOR, Inc. is the sole company capable of meeting the government's minimum requirements. The D&F determines that the anticipated cost will be fair and reasonable and that approval is in the government's best interest.

DETERMINATION & FINDINGS FOR OTHER THAN FULL & OPEN COMPETITION

(ACTIONS SAT AND BELOW)

1. DESCRIPTION OF PROPOSED PROCUREMENT: One (1) upgrade to the existing battery testing system (MACCOR 4000H-48)

2. PROPOSED CONTRACTOR/MANUFACTURER:

MACCOR, Inc.

4322 S 49TH West AVE Tulsa, Oklahoma 74107-6100, United States

UEI: LJ79RXRGJGU3

CAGE: 0R0D5 (expires 6/8/2027) Small Business

3. ESTIMATED TOTAL VALUE:

4. STATUTORY AUTHORITY PERMITTING CONTRACTING WITHOUT PROVIDING FOR FULL

AND OPEN COMPETITION: The statutory authority permitting sole source is 41 USC 1901(e), implemented by FAR 12.102(a):

_X_ Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

___ Unusual and Compelling Urgency ___ Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert

Services ___ International Agreement ___ Authorized or Required by Statute ___ National Security ___ Public Interest

5. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE:

The item(s) listed in section one above is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.

_X_ Compatibility: The item(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:

The Power and Energy Sciences Division at the United States Army Combat Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL) requires an upgrade to an existing battery testing system. The MACCOR 4000H-48 system is currently being used and operated in the Zahl Building at ARL (Z2A-16).The existing system was purchased with 48 channels, as well as pre-wiring for an additional 48 additional channels. This procurement requirement will specifically focus on outfitting these additional channels and thermocouple inputs to the existing cabinet. These channels must have a current range of -25 to 25A with a current accuracy of 0.025% of the full-scale (FS). The voltage measurement range must be 0 to 5V with an accuracy of 0.02% of the full-scale. Due to compatibility with the existing system and hardware interfaces the required procurement is only available from the original equipment manufacturer (OEM), MACCOR, Inc.

The Maccor 4000H-48 is the only system with the required specifications and compatibility with existing ARL test procedure files (developed on other DEVCOM ARL Maccor systems). This will save DEVCOM ARL researchers significant time and resources by avoiding creation of redundant procedure files and learning new user interfaces/controls. In addition, the unique compatibility of the Maccor cycler with the Associated Environmental Systems chambers used at ARL is not matched by any other vendor. This includes patch cabling and direct interfacing with Associated Environmental Systems “ATTPRIME” cell test fixtures. Beyond these compatibility aspects, no other vendor offers a system with the specific/required current ranges and specifications (accuracy, resolution, and measurement time).

Market research was conducted by , a materials engineer within the battery science branch at ARL. searched on the General Supply Schedule (GSA) website and contacted subject matter experts within the Government to include (Chemist, FCDD-RLA-GD) and (Research Materials Engineer, FCDD-RLA-GD). Market research concluded that MACCOR, Inc. is the only company capable of meeting the Government’s minimum requirements.

___ Proprietary: A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:

___ Experimental Continuity: The item(s) must be consistent with prior materials in order to ensure experimental continuity. Describe the conditions that necessitate the use of experimental continuity:

___ Warranty: Purchasing item(s) from another manufacturer/provider would void existing warranty. Provide a brief explanation for the use of this reason and the impact that would occur if the item was purchased from another manufacturer/provider:

___ Direct Replacement: These are “direct replacement” parts/components for existing equipment and no substitutes exist.

_ Other reasoning to support a sole-source buy:

6. FAIR AND REASONABLE PRICE DETERMINATION:

It has been determined that the anticipated cost to the Government will be fair and reasonable and that approval of this recommendation is in the best interest of the government. This justification is accurate and complete to the best of my knowledge and belief.
