About this file

The document is a Request for Design Services issued by the North Carolina Department of Natural and Cultural Resources for the Historic Bath - Exhibit Center Renovations project, spanning two phases. The project focuses on renovating the Northwest Building of the Historic Bath High School, with Phase 1 requiring comprehensive studies and evaluations including structural, code, accessibility, and egress assessments to prepare for architectural renovations. The second floor requires complete architectural renovation, and critical building code compliance issues must be addressed, such as party wall modifications, life safety improvements, mechanical system updates, and fire suppression system installation. The project has a total budget of $500,000, is funded through the 2024-2025 Repairs & Renovations Reserve, and seeks qualified architectural and engineering firms to submit Letters of Interest and Standard Form 254 by July 7, 2025.

Proposing firms must be licensed to practice architecture, engineering, or landscape architecture in North Carolina and will be evaluated based on criteria including specialized expertise, past performance, team composition, workload, design approach, cost and schedule experience, construction administration capabilities, and proximity to the project location. The selection process will be conducted by a State Building Commission committee, with submissions requiring three copies of the Letter of Interest (not exceeding 10 single-sided or 5 double-sided pages) and three copies of the current SF-254 form. In addition to hard copies, firms are requested to email a PDF version of their submission to Tony Romaine at tony.romaine@dncr.nc.gov to facilitate electronic sharing with the pre-selection committee.

Project Title Historic Bath - Exhibit Center Renovations (Phase 1 & Phase 2)

Design Services Architecture/Engineering

Scope of Work

Phase 1:

Prior to design of the items identified below and a complete finish out of the second floor, a number of studies and evaluations must be completed to accurately estimate the extent and cost of these renovations. A structural study, code evaluation, and conceptual design plan must be provided to recommend solutions to the creation of a party wall. An egress study must be done to evaluate exit paths, egress lights and exit signs.

An accessibility study will provide concepts for a new accessible entrance, exterior ADA directions signage, and a new door to the elevator room.

Historic Bath High School is comprised of three attached buildings. This project will address the Northwest Building. The first floor underwent a complete renovation in 2018. The second floor is unfinished and requires a complete architectural renovation. The asphalt shingle roof was replaced in 2018 and remains in good condition. An elevator was added to the building approximately 3-4 years ago.

A number of important items must be addressed to bring the Historic Bath Exhibit Center into compliance with the current NC Building Code. Those items include:

• The brick wall located on the south lot line between the northwest and south buildings serves as a “party wall” per Part 706.1.1 of the North Carolina Building Code. Currently, this wall does not appear to conform to the requirements of a party wall.

• The second floor requires the addition of egress lights and exit signs, fire alarm devices and other life safety requirements.

• A conforming party wall will require the creation of a new accessible building entrance.

• The second floor of the building requires a complete mechanical renovation.

• Both floors of the Northwest Building require the addition of a fire suppression system.

Phase 2:

Upon completion of the Study for Phase 1, a standard design contract would be issued for the required Design, Bidding, Construction Administration, and Closeout services.

IN ADDITION TO the required paper submittals, please email a PDF copy of the letter of interest and SF-254 to:

tony.romaine@dncr.nc.gov for easier electronic sharing with the pre-selection committee. (HARD COPIES ARE STILL REQUIRED).
